I want to wrap this up before the Focus bonus runs out, so two more actions towards cyberdizing LI. Not to mention it will improve our economy and thus our ability to actually support the sorts of commitments we're about to make. They also take no rep, which is pretty useful because we're blowing through a lot of that to support our healthcare actions.

This is our big advantage, and likely where we can make the biggest difference in the civil war. Our ITs are a good design, but we've now tested them in the field and worked with them in day to day operations.
When a technology is this new, huge leaps are made in very short periods of time, so let's design one that we can really mass produce and that won't have the issues that our V1.0 design had.

The cost of the Vaccination campaign has increased, especially when doing International Production & Doctors, so I'm going with domestic this time - the overall action is still Very Helpful, and we can get the extra Helpful more cheaply elsewhere. (Unless the cost is a mistake @HeroCooky ?)

While Cuban exchanges will fill in some of our personnel shortages in the short term, in the long term we will need to expand our medical training to meet the demands for more medical staff. And because it takes so long to train medical professionals, we need to do this ASAP.

These three actions are intrinsically linked, and we should do them either all at once as a single event or as a succession of votes.
The big ticket item is of course China. There's an element of idealism and one of realpolitik here.
Guangchou would prefer for Chairman Hua Guofeng to prevail over the other two factions, and we're willing to make significant promises of material aid but to be perfectly frank, we would not be able to tip the balance of power in his favor on our own without doing irreparable damage to our own nation - and that is not a situation that we are willing to commit to because we are already in an incredibly vulnerable geopolitical position (squashed between Taiwan and Japan, both our native military forces and those of our allies unable to contest American sea power).
At the same time, the nations surrounding China hate their guts, and having them help the Americas would ensure a steady stream of weapons, equipment, and supplies into China that would turn the civil war into a never ending meatgrinder that sucks up all the reinforcements and aid we can give from now until eternity.
India drifted into the USSR's orbit to play the USSR off against China, and now that China and the USSR have reconciled they are bound to swing back towards America as a counter. Vietnam has just fought a brutal war with America and their diplomats are already trying to get into America's good books because America is the best security guarantor against Chinese aggression (the only reason it hasn't happened yet is because of racism and ideological opposition, and that won't last long in the face of material conditions!) - and where Vietnam goes the rest of South-East Asia will follow with various degrees of reluctance.
There's a very bitter pill we can present him with: The Empire, Long United, Must Divide
If China agrees to establish independent buffer states on the borders of Vietnam and India, we might be able to weld them into a united-enough front that can severely curtail the amount of foreign materiel reaching Guofeng's enemies, while providing his own troops with equipment and reinforcements. (And given how many of our own soldiers will be on hand, we have pretty material assurances that he'll keep to the agreement). China will be lesser, but it will remain far more united than it would otherwise be.
If he refuses, then we will not have any choice except to negotiate with the Warlords to accomplish the same thing - because we would prefer dictators with red paint over the dyed-blue capitalists of the NLA.
We would like to help him, but we won't open a gaping wound in our gut just to ensure he stays in power.
Is this likely to absolutely crater our CO? Yes. But I don't see much choice.
Now, the Cybernetic Pact is a little idea I've thrown around. It's primarily a way for smaller communist states to get together and present a united block that will let them negotiate with hegemons (both capitalist and communist) from a stronger position.
The primary purpose is to help each other develop their forces of production through industrial aid and the transfer of intellectual property. Guangchou is very well placed for the later especially, thanks to our excellent school system and high tech industries that care not one whit for western IP law.
Communist nations in ASEAN are a bit of a crapshoot due to all the historical tensions in the area, but MENA (Middle East North Africa) is likely to be ripe for recruitment due to both existing ties with the USSR and anti-imperial sentiment. Cuba is likely to be an excellent ally here due to the fact that they're well on their way to being elected as the head of the Non-Aligned Movement, and we can offer a lot of juicy stuff that they'd want, including fighter jets that actually have a snowball's chance in hell when it comes to facing American planes.
It's a wildly expensive option at 20 Rep, but HC has told me that subsequent CyPac actions generate Reputation, and I'm budgeting at least one CyPac action for the rest of the plan because we'll need to firm up the block anyhow, so hopefully the payback period won't be too long.
All of these nations would also be able to wield a lot more power at the International Congress For All Mankind if they present a united front, so using the conference to hash out what our position should be is also a priority.

We sent our spies into China last turn, and now we need to build on that. The first and largest portion of our efforts should go to getting spies into the NLA who can feed us information on them, especially into positions where we could find out about how the West is smuggling them weapons (if it hasn't started, it will soon), as well as laying the groundwork for false flag ops aimed at disrupting their leadership.
The second and less intensive operation is merely to make contact with the Warlord faction in order to hedge against the Chairman deciding to refuse our deal.
