looks like our permanent improvements, have vanished and became static for some reason. (might be that all but Military has increased to the next level up, so It might be the New default, and the improvements, are not just background maintenance)

Damn. We're getting unrest in the USA, civil war in China, some minor reforms in the USSR, and free movement in the EU. All while we manage to crack some very nice breakthrough in medical technology and set the stage for a very nice healthcare system indeed.
 
On a different note, Im no American, so can anyone tell what are the potential ripple effects this'll have compared OTL aside from the WW3 risk increasing or cold war getting hotter at the very least? Are there certain noteworthy laws acts or events that will no longer happen with carter dead? What was he like as a president anyway?

No, we already knew there was going to be outright extremist insurgencies in the US. Carter wasn't the most noteworthy, beyond the Iranian Hostage Crisis on his watch. I suspect the Reagan administration is going to actively take the fake evidence at face value, and the liberal elements in America will take that claim, and the recount suddenly being in his favor, as further evidence of the far-right blantatly running amok over democracy and civil rights.

Should the Healthcare report still be at -4 (currently Collapsing)? I noticed that we've gone from ----- to ---, which I think should be Severe Shortage?

I think those are increments within the broader levels.

The problem with Reagan is that he's a member of the New Right, he is very much the american Thatcher. He will cut the budget of social programs because of "fiscal conservatism" (while increasing the army's budget "to protect american's lives and america's international interests" which will likely cause even more tension between the two great super powers), will freeze the anual increase of the minimum wage (before his OTL presindency it increased each year to account for inflation), lower the taxes for the rich...

In general, he will push for policies that increase social inequality thus worsening the current wave of unrest. He might also become even more extreme in an attempt to consolidate his power base given that he didn't win the elections, rather, they were gifted to him by unelected officials (the timing is also kind of suspicious, after all, he was the one that stood to profit the most from Carter's death).​

I can imagine that in this case, "Opposition" doesn't mean "the guys we weren't rooting for" or "dangerously reactionary elements who would do their level best to drive the domestic and international Unrest into an uncontrollable spiraling orgy of blood and death" it means "The United States as a geological entity in its entirety"

The optimal Acton for the USA (the opposition) would be to elect a candidate who will provide stability and reconciliation (the action that the Opposition takes). This critfailed.

Mmm, worst case couldnt we fuel a potential civil war? Russia is barely being kept together, China is breaking apart, and now someone assassinates Carter. Why not turn the heat up over in America? Well, more like turn it into a stalemate of sorts. Get America troubled enough that focusing resources internationally is too costly with domestic fires blazing.

Carter was a better person than president; as a president he was what happens when you miss a DC 10 on 2d6 (i.e. you need a better-than-average roll and it doesn't show up). As a person? I weep for a world without him. Carter is a good man in peace and a good man to advise people to retain peace (he had a meeting with Israel in the early 80s that won't happen now).

Thoughts on the chapter:

1. Health care got a huge focus, and came out successful just about everywhere. Now we're still in a sinking ship, but it's not on fire :D

2. China is screwed unless they get some lucky rolls there way. If it does dissolve, we need to make sure a faction friendly to us win. Might be we see the deployment of Iron Tigers, but hopefully doesn't have to happen.

3. The ground works of potential AI? we shall have to see. Anyway tech wise we should be focusing on aero-space now that electronics we have down pat. Perhaps some work with the Soviets to help boost their aero-space game as well as ours?

4. Soviet's had a amazing roll this turn and barely scraped by. Hopefully their dreadful modifiers start to improve or something but they're managing to tread water. Hopefully their reforms this turn help them, but while China is on the precipice they're the only big dog commie block nation we have.

5. The American right wing fumbled the ball so bad they managed to get Carter re-elected, and instead of accepting the result decided to go full ESCALATION with a assassination of Carter. They got what they wanted, a Reagan presidency, but at a extreme cost that may throw America into a downward spiral. May they rot in hell.

Not counting the actions in red (meant to be possible options to fill out the plan), this comes out to 10 actions, leaving 2 more available. Personally, I think we need to improve our ability to provide support to China. Internal military transport/logistics will be essential, naval power will be essential, and actually having some IT units to toss at the problem will be very helpful. Since trouble is still brewing but not right around the corner, I think we should work the edges, rather than directly raising troops. That said, we have a shitload of available manpower, so perhaps its time to start recruiting?

If you decide to update the plan, please increment the version number! This is intentionally incomplete, but includes everything I think is completely mandatory.

Yes. The first number is overall status, the last is an indicator of how the system develops. In this case, you managed to blunt the spiral thanks to your efforts, but improving healthcare is a marathon, not a sprint.
To add to that, will it also further decrease over time (maybe an additional -) as things start to go in full operation?
