...the bonus to tech improvement would probably also include things like iterations on the same basic concept? Our fair QM will know better than I, of course, but blanket bonuses of equivalent value have a lot more applications, I'd think.
 
Hmmm. From a mechanical standpoint the first and last action seem identical? What's the advantage to reducing a malus over an equivalent bonus to tech development?

So if I'm reading it right, the NTM reduction is the permanent bonus in the field and the "bonus" is a one-off.

Feed our folks a little info based on our R&D so they get promoted, then have them feed us the American R&D once the USA goes insane over the Iron Tier reveal.

edit: HC, does 1990s era electronics unlock the potential for two more supercomputer based action slots? Or does it eliminate the cap?

It'll get you three more. If you ask why, well, I don't want to have to deal with an Action Economy Event Horizon where you'd gain an Action every turn.

That would absolutely tank the speed of updates.

I would have frankly told you to hold your horse if you went there, three is more than sufficient.

I take it the modernization sub-vote is goin to be picking what designs to use for the various missiles and the engine?
