I kept the immigration plank because I think it should be a cornerstone of our attempt to be more than parochial localists. And I tried to include something for the techno-anarchists.

I kept the immigration plank because I think it should be a cornerstone of our attempt to be more than parochial localists. And I tried to include something for the techno-anarchists.
Millions of people began immigrating to America during this time, so it can move a lot of people. It wasn't all at once, but it was pretty substantial numbers every year.
Very viable, I think. We're in the middle of the age of the ocean liner, and Ellis Island is set to open in 1892.
Mmm…we should really set up some sponsored immigration/refugee pipelines then.

I would figure any major power that borders us is watching the borders and refugee columns carefully.
We could open up to a lot of Jewish refugees about to flee Russia too. Tsar's going to start some major pogroms in the next few years. They might be better received in this America than they were in real life, so any that don't immigrant to Germany probably won't be too bad off. Italy should also be doing some major land enclosure in Southern Italy, so if that's going through that's a lot of Italians about to get displaced. They also went to America historically, but perhaps we can draw some of them to Germany.

I think we currently have state-owned creches & orphanages too (part of "cradle-to-grave care"), with a separate network of civil society organization-based ones organized by AnConf (at least, I assume AnConf organizes them locally, QM can correct me if I'm wrong on that). Maybe revise "and begin establishing and expanding state-sponsored creches and orphanages" into ", expand state-owned creches and orphanages, as well as begin sponsoring community creches and orphanages"?
I like trains - I think certain configurations are the best outside of very long distances or naval transport - but I wonder if we've reached a saturation point where all intercity & inter-prefecture connections are completed and it's mostly improving those tracks. Maybe a general "improve & expand infrastructure" plank? That could be fused into a single plank with the fourth-priority plank:

So... The Vanguardist would rather form coalition with left-Progressives than listening to anarchists, eh? I know Anarchist and Vanguardist get well together like water and oil, but the last Anarchist manifesto aren't even ask for all that much. The most decentralisation thing we ask is the participative planning, and local planning is something VanCom themselves do this term anyway. The rest of our plank are social policies that barely touching any state structure.
I mean, it's even worse that Anarchists literally doesn't get any mentioning at all. Not in this turn and not in the previous one. I believe at this point the Anarchist really should just do their own programs regardless of national government support since it seem there isn't a widespread support to put them in the government.
At least we made pretty cool statue of liberty equivalent. The economy seem to not just recovered from the civil war, but outright booming. The army finally have adequate equipment and morale. Infrastructure is getting developed. And national stability raise up to medium.
On another note, I would also like to point out that our economic structure is changing rather significantly. Financial and trade sector has grown from tiny and small respectively to medium. Also, economic ownership change from just "Co-Operative" to a mixed of cooperative, public, and single-family, with the last made up for about the third of national economic ownership. Although this might just be the result of less detail in the previous update than actual change. The debt to British is reducing with more of the debt being held by domestics compare to the last turn. The trade with Asia is increasing and US has also displaced UK as our largest trading partner.
All in all, it's sound like a smooth sailing so far, so that could only mean another disaster is around the corner.

It should be noted that this was made largely possible by America's geography - it has lots of open coastline, isn't surrounded by hostile powers, and has lots of good ports. We... don't really have any of those advantages.
We can probably move a lot of people, but I don't think we're going to have any ocean liners set up to ship people from Dublin to Kiel any time soon.
