I personally think that the benefits of having a large neighbor who could be a peer power on the level of Italy or Spain is a better investment than maybe we can spark a Serb revolution to join with Illyria. The republic to spark a revolution was Transylvania with Romania, I just don't see it with Serbia.

Its also a pretty uncertain gamble and I'm not sure if we want to weaponize nationalism. Just being a better place worked really well for the Republic and I see no reason why successful Federation wouldn't have a similar influence on its neighbours.

Yeah I feel like trying to weaponise nationalism would backfire and we end up roped into backing the war claims of a revanchist illyrian federation

Furthermore, there may be issues with integrating Serbia into Illyria. Look at the troubles we had integrating parts of Germany. If Serbia were to join Illyria, how well would it actually be reconstructed. And afterwards, what might happen with its border tension with the Danubian federation following successful nationalist expansion. Ultimately, I feel a larger Danubian federation would be better able to tolerate any expansion in the Balkans due to its multi-ethnic nature and the larger population bases allowing for proper reconstruction of future territory.

That area isn't going to be a peer power with Italy or even Spain, I don't think. Both are more well cohesioned, have better resources, better initial industry and urbanisation, etcetera. The military value will not be high either way, frankly, certainly less than the cost of a Southern front.

Both scenarios have the same amount of coast.
How about a real world example, though. The Soviet Union kept a larger Black Sea navy than an independent Ukraine ended up having.
