Such a betrayal of your own principles, elevating a language to primacy like that. But such is the necessary consequence of federating by nationality - every fight becomes a national fight, and the big nations win.
Yes? Our status quo is a German ethnonational state with minority protections, so we already use German as the language of state (outside of areas where non-Germans are majority - thanks to the NPA-backed cultural councils) and likely will continue to do so whatever form this state takes shape after this vote.

Edit: I decided to change my vote to the single Danubian Federation option, because such a thing could prove to be a valuable ally in the future.

On the contrary, by requiring registration by nationality for suffrage in national bodies, NPA reifies, hardens, and makes permanent the German nationality. And by making the nationalities the atom of government, pits it and all the other nationalities of the Republic in a war of each against all every time the division of the budget comes up for a vote.

On the contrary, the Second Republic has never been the state of the German nationality, and does not privilege the German language. The Republic was constituted, and must remain, the state of workers, farmers, and soldiers - of the toiling masses - united and indivisible. It is a straightforward and malicious lie to state that that only NPA cultural councils implemented minority language protections or promotion; promotion of minority languages in education, in the printing of government documents, and so on, was Communist policy from word one.

Even so, all the usual arguments against national personal autonomy still apply, and anyone who was swayed by them in the ordinary elections ought to be swayed by them here.
We also integrated major portions of Austria-Hungary into Germany under the pretense of continuing the structure of the NPA; to quote the vote on the matter, these are "ironclad guarantees for [...] ethnic autonomy". The vote in favour was 89%; you yourself voted for it.

To attempt to backtrack on those guarantees as soon as the war is over is an absolute betrayal of the Prague Assembly, the Czech people as a whole, and our future hopes of being seen as trustworthy partners by future liberation movements.

Ironclad guarantees of ethnic autonomy, we already have. We do not need to reconstitute the Republic as the state of its nationalities.
The constitutional changes are merely saying "the agreements we made with you are binding". If we truly believe we will uphold the promises we made to the Czech people, then why shouldn't it be put in the constitution, as described below?
This requires editing the name of the country and adding a new section, but otherwise the existing structures are maintained.

The eternal German Nation must not be suborned. Guarantees is one thing, an accursed federation is another.

Because the constitution is, as the name implies, constitutive; and what it recognizes as the atom of government matters. Is the Republic the state of its toilers, or is it the state of its nationalities? Do the Steering Commission and the Planning Commission determine the agenda of the National Assembly, or do the various Nationality Commissions? Do we wish to maintain nationality registries, have the nationalities each tax their members, and each spend a separate budget?

Further, in no event should the Prague Commission be amending the constitution in a substantive way. That is solely the prerogative of the people's representatives in the National Assembly, or of the people themselves in referendum.

So you'd be more in support of this if it were a separate post by Etranger, being done as a coincidental referendum or vote in the national assembly? I was assuming such procedural matters are below the level of abstraction, and it's lumped together to make things easier for them to run the quest, but that does make sense if you care about it.

Like obviously anything done here is subject to ratification by the NA or plebiscite because of how our government works, but I personally still stand by the principle that even starting constitional amendments are going beyond the scope of what we should be concerned with here.
 
Proposed Amendment
Okay, so, despite what I said in the post there is still a lot of confusion about the Union change, so here's the proposed text.

Article:
Article V, Section IV
Citizens of the Union shall be permitted to vote for delegates to a cultural assembly, which will serve as the elected representative body of a non-territorial cultural republic within the Union. This body will be authorized to carry out cultural and symbolic functions in accordance with the will of the citizens it represents, so long as those cultural and symbolic functions are harmonious with the other terms of the Union Constitution as laid out herein. In order to carry out its duties, each cultural assembly will be granted an autonomous budget in proportion to the number of citizens it represents. In all respects regarding these delegates, assemblies, and republics, including matters of derived powers, budgetary allocations, and oversight functions, the Union Assembly will remain the supreme authority and will adjudicate all disputes or concerns.


This section will be inserted into the text of the existing constitution if the Union of Central European Republics choice wins. The constitution will then be updated to replace all mentions of the Republic with the Union and given minor superficial tweaks where necessary (this will also be done with the CER name change). This will be done through the standard process of amending the constitution through the National Assembly, which is what this vote represents. This is not an extralegal process; I'm just including it in the Prague Commission vote because it's part of the post-war settlement.
 
Definitely assuages some worries I think, but I will admit to sharing some worries about calcifying the independent budget thing. I'd rather keep it around for now and then transition away from it as we move to higher stage communism.

I think the NAP and existing legislation should provide for cultural protection and representation, without the need to add an additional layer of bureaucracy. We founded the Second German Republic on the idea of a supreme legislative branch accountable to the people, and I think adding in cultural assemblies will just complicate that.

Thanks so much, @Etranger . Now that we have a concrete text, and we're no longer dealing with whatever utopian or catastrophic thing exists in supporters' and detractors' heads, I can say that I still consider the parts I've emboldened highly deleterious.

"Cultural functions" are distinguished from "symbolic functions" and must therefore be substantive, including promotion of national consciousness through education. Also programs like labor recognition - how does universal recognition and compensation of household and caring labor as labor jive with promotion of "distinctive" cultural practices? It allows for similar fortresses of reaction to the old parochial education system. Dividing up the budget between nationalities according to population requires national registration and moreover fights over who counts as what nationality (and how does budget apportionment work for people who account themselves among multiple nationalities?). Suffrage to nationality assemblies makes a hash of equal suffrage. Making the Assembly the forum for adjudication of disputes among nationalities effectively (de facto if not de jure) reduces it to that role.

It also recognizes the nationalities as sovereign in themselves. The italicized portion (a supremacy clause) does not make up for this; compare the existing text on local government, which is clearly devolved from and subordinate to the Assembly:

The National Assembly shall devolve to local authorities such powers as are necessary for their functioning and for the promotion of important services, and shall further permit those local authorities to take necessary measures as regard taxation, security, the rights of minorities, and regional governance...
