The Second Vienna Conference, Part 4: 1900
The final Allied proposal is accepted with a little grumbling but no outright resistance. Most annoyed are the Serbs and Montenegrins, who see themselves being excluded from a future federation of South Slavs, and elect to form their own instead. The Kingdom of Serbia-Montenegro, with the Prince of Montenegro serving as autonomous ruler beneath the Serbian king, is a passive rebuke to Allied foreign policy, and a sign of growing conservative backlash to republican encroachment in the Balkans.
Having secured the remainder of the Habsburg Empire with deft diplomacy while washing its hands of the Balkan monarchies, the Alliance now turns toward the final phase of the conference: adjudicating other territorial disputes. Representatives from Britain, France, and Portugal sit next to delegates from Germany, Italy, and Spain to hear the various cases put forward by the Balkan powers over why they deserve various parts of their neighbor's land.
In practice, most of these territorials are multicultural and of little actual strategic value, so it really just comes down to which countries you want to aggrandize at another's expense. Unfortunately, as is often the case, to take one side is to embitter the other, and so it is here. Perhaps the one exception to the rule is the Ottoman delegation; having lost substantial territory in the last Balkan war, they will likely be grateful to simply not lose any more.
