It is worth remembering that Galicia and Lodomeria was sold by the Austrians to Russia in 1869 in this timeline. In OTL, Galicia under Habsburg rule was a relative safe zone for Ukrainian nationalists and the Habsburgs deliberately encouraged Ukrainian nationalist sentiment to a degree in the region as part of a divide and rule strategy. In this timeline, Galicia has been subject to Russian rule and likely to Russification policies. The Ukrainian nationalist movement in Galicia would have suffered a level of oppression it didn't suffer in OTL. On the other hand, there would have been more contact and less separation among Ukrainian nationalists between Eastern Galicia and the rest of Ukraine without the Austrian-Russian border to divide them. So, there might be less of a cultural divide between East Galicia and the rest of Ukraine.

banana republics were democracies too. im not saying we shouldnt bring democracy. we totally should, but we dont have the right to "tip the scales" in order to install friendly governments. thats why a 8 year reconstruction is more than enough. we go there, we help them rebuild, we supervise elections so that they are fair but leave them mostly be rather than having our own horses in the race.

I like the 12 year plan but this needs to be done before the war with the west happens, I think we can only count on having 8 years to work with.

Something to mention is that with Nicholas coming to power in Russia and the loss of the war we will see groups like the Black Hundreds and the Okhrana cracking down on everyone. The same thing may happen in Hungary. We should be prepared for more refugees and immigrants in the future.
