Being under military occupation would usually be an impediment to holding a free election, but not when the territory in question being occupied by the Landwehr, who probably offered some helpful advice about setting up a quick election in the field.
 
There is probably some amount of selection bias going on though. People who view us as occupiers are likely to also view the election as illegitimate and are unlikely to participate. While I think there probably is a majority in favor of annexation at the moment, even if the election is conducted fairly there's going to be a bias towards pro-German voices just due to the circumstances of the vote.

I'm fine with either of these plans, though I prefer the first. It's a little riskier, but I think it'll pay off. Not attacking Vienna in this situation is decidedly sub-optimal.
