True, but it was still G.U.N that put everything into motion, even if it was gerald doing and black arms being sneaky, it was still G.U.N who caused the cascading events that led to their destruction and shadows creation

GUN are the ones who pushed Gerald into making them and then end up botching everything up anyways with Project Shadow.

If it takes 7 to break a single planet apart, then a beam by one would eventually disperse in the void of space.

Or cause some at most moderate but not irreparable damage to a far off planet.
 
Changing the subject back to Severa, considering Chaos Emerald Shenanigans, imagine if it gave her a vision that showed her Max owning the science facility that tortured her throughout her childhood, even participating in the living hell that she went through!

Super Sevara would require an equivalent of 7 McGuffin Gems to even achieve that form in a stabilized fashion. Trying to achieve it with anything less would not end well.

Its a pity saving her is going to be incredibly difficult. The unfortunate truth is that outside of hearing it straight from his rotten mouth, there's no way she'll believe he's one of the orchestrators of her suffering.

We can find legal documentation, witnesses, physical evidence but it's meaningless if we can't break her unwavering faith in him.

To be fair GUN was growing increasing concern what Geral was doing in the Ark and after they try to shut the Ark down and Gerald refuse to do so, they become convince he would use the research on the Space Colony to make a bid of world conquest and the troops send there specifically to arrest him. Specially since they receive a anonymous tip about Project Shadow.

We don't know why the massacre happen. A manga about Sonic imply that the GUN soldiers were influenced by Black Doom in order to give Shadow a reason to hate humanity but that was only there.

Ultimately the reasons why it happen will be forever lost since the Commander of that time bury so much of the truth that his successors have no idea what happen there nor the existence of the Eclipse Cannon. While Towers and Shadow are too much biased to give a full recollection of what happen there, the former did come clean to the public what GUN knows and the organization assume responsibility for that event.

We don't actually know the internal situation of the Empire.

He also know how to inspire loyalty and abhor atrocities, like he don't actually like Work Camps but he use them because he need quick manpower so they become a necessity for now.

Hmm...that has merit actually. How would we go about doing that?

Perhaps if we (somehow) entered into talks with him, and honestly talked with each other.

Who knows? He might say something incrimiating for us to record.

The games never imply that, specially since he was a child at the time so he be able to fund that research facility is sketchy at best. Specially being considerate the black sheep of the family.

The only thing we know he make a independent research about Valkryas that lead him to that facility and take one of the test subjects, in this case Selvaria, under his wing.
 
So he probably just found the lab and Selvaria as she was escaping?

More like he find her wandering in the gardens of the facility when he was making a tour and insist to the director that he wanted to take her under his wing.

Suffice to say Selvaria really lucky out with Maximiliam since she could end up like Levin, forever a plaything to scientists and see as a weapon of mass destruction by everybody else.

Say what you want but Selvaria at least has the respect of her company while Levin is see as a freak.
 
Even so qe just need him to say his true views and show them to selvaria and that will cause the slightest Crack to appear in her loyalty

According to Wiki Max investigating tha Valkyrur in general was lucky enough to find her and take her away from said facility.

Doesn't mean he sees her as anything else but an useful attack dog in reality.

He just masks it really well thanks to his charisma and intelligence.
