I think is a bit too easy to make Metal copy abilities from our heroes plus is doubtful anyone of them would enjoy fighting Metal for very obvious reasons.
Anyway here's a omake idea for people that want to give a try, write about a civilian life in the Empire not a darcsen or a noble or former soldiers but the bakers or mailmen and such, no they also aren't resistance members as well, in other words the average joe. They complete normal guys that keep they heads downs.
In basegame the country is in constant of war footing thanks to Prince Maximilian unilaterally declare war on the world, it's heavy militarized with most towns and cities look more military bases than anything else, and hundreds of tanks and guns that are produced by day. So it would be interesting if someone wants to give a try in this challenge and perhaps fear of said character being consprited to the Imperial Army and facing the robots and aliens.
Also to give a extra here maybe the character themselves can sometimes listen the pirate broadcasts of Radio Free Gallia made by Irene Koller that try to spread news that are not propaganda.
Would it be possible to reach out to Chuck through the Egg-net? Possibly get his help from the inside to rescue his Grandson and himself? Is it just a part of the Locate "Chuck Thorndike" action? This could be the perfect opportunity to try and grab The Egg-nipulator achievement.
For the reroll, I would like to request this: for use at any time during the quest if anyone in Eggman's faction hits a Nat 1. Major failures can be bounced back from, but Nat 1s can be devastating.
Dang. Anyone in the quest? That's... You know what? Selvaria, please. Since she's going to become a super powered threat.
Power: 35 (Brigadier Bles is renowned as the Empire strongest soldier and for good reasons. Her combat capabilities and military experience makes her a force to be reckoned)
Heart: 13 (Seems like Selvaria doesn't have much experience in socializing, not only that, even her troops seem wary of her.)
Logistics: 22 (As a military commander, Selvaria Bles is proficient in administrative manners and handling large scale operations.)
Trickery: 7 (The Brigadier seems to be too honest and direct to even dare to lie, it's difficult for her to spot lies or deceit. Ha! That should make it easy to deal with her.)
Brains: 14 (Seems to have received an education as complete as her prince)
Mystic: 20 (Seems to be one of those fabled "Valkyria" that the citizens of the Empire mutter a lot. Whatever that may be, she does possess some kind of supernatural abilities that make her a formidable combatant.
Traits:
Military Commander: +10 when leading or directing other troops in battle.
The Ruhm: A custom heavy machine gun that while a bit antiquated compared to my tech, is deadly effective and seems like Selvaria can wield with ease: +5 to Personal combat rolls, bonus becomes +10 when fighting at range against enemies that can't fight back.
Battle Maiden: Not only is Selvaria proficient in military tactics, she is a capable fighter herself, specially with that shield and lance she seems to carry around wherever she goes.
+10 Bonus to personal combat roles, cannot be used alongside "The Ruhm" trait.
Blood of the Valkyrur: Selvaria supposedly is a descendant of a famous extinct race of warriors from their homeland. While I'm not sure if I believe the legends about it, it's a fact that the Brigadier plainly possesses superhuman abilities when in contact with weapons made by the Empire's unique mineral, Ragnite.
(Selvaria possesses 6 Hp and allow's Selvaria to add half her Mystic to combat rolls. Gives access to the following subtraits: Valkyrur's Aura and Valkyrie's blast.)
Valkyrie's Aura: When her powers activate, it seems Selvaria is enveloped in an azure blue aura that seems to protect her from enemy attacks. She can easily shrug off normal bullets and weak explosions like if they were nothing!
(Any enemy that attacks Selvaria gets a -10 to their roll while Blood of the Valkyrur is active)
Valkyrie's blast: By concentrating her energy on her spiral-shaped lance, Selvaria can release concentrated energy blasts that have long range and impressive firepower. Something to be cautious about…)
Selvaria can give up one of her turns to charge a strong attack. Her next combat roll has a +20 bonus.
Heart of a (Pawn) Maiden: Selvaria seems to follow Prince Maximilian with such fervor, more seen than from other soldiers…I wonder what the prince did to make her such a loyal warrior to his cause.
(Selvaria's loyalty to her prince is set at 70 and won't go down except for the most extreme acts made. Gives her a -30 malus to any trickery check or contested roll she tries against Maximilian.)
Imagine if we get selvaria and she somehow falls in love with Eggman with him absolutely trying to get her to stop loving him as he's not used to this affection and it ends up coming across as him flirting

Would say that would be result from hacking most likely, or If you sonmehow manage to crit or nat 100 the search for check action. But not really sure 100%, Let me discuss it with my co qms to see how would it be viable.
So ya know the two big boogie men of this phase of the quest now. Shadow and Selvaria are the main "stat sticks" that you all need to be VERY scared of, but Zavok and his crew have their own special kind of nasty. The Restoration heroes have also been hitting it out of the park on their rolls and recruitment has been going well for them.
Also Cream is trying to figure out if her mom will let her get a welding torch.
Here's some of my thoughts for possible actions to take.
1. Building the death egg I'm in agreement of, needing a gaint robot is always a must. But I believe we should upgrade metal sonic, since he's going to be one of our hard hitters for this quest, with what he can become. Also giving him a voice would make it all the more funny when people who have faced him in the past learns that he has one when they fight him.
2. Research Ragnite, not only does it lower the research the cure DC from 160, but it's a catch all mineral. Fuel, weapons, fuel, medicine, these are just some of what it can do, we can use it to upgrade all of our machines, and hero units. But also we can possible open healing or research healing, which we are going to need, since the dice won't always be nice to us, and getting our squishy hero units up as fast as possible is a great thing to have. Or have them carry around potions that either won't make them so injured if the dice goes bad or heal any wounds in mid-battle.
3. Build some egg drones, since the give -10 malus for enemies infiltrating our territory and +5 for searching. With building more mines and the ring reactor coming in a close second for the turn after Zavok attacks, for long term gain, since we always need more metal economy and the ring reactor giving lower dc on many fabrication options, and unlocks tier 3 badnik's and super weapons.
4. Hire a tier 1 hero unit, since tier 3 units have strings attached to them and we currently have limited actions to help in such matters, and tier 1 & 2 unit's might open up options that we wouldn't think of or give us new ways that the higher tier one's don't give because of their strength. But if we still go after a tier 3, then we should just get Nephthys, since he's a auto-pass
5. We really need that Conch, so we should search for it.
6. Study the warp topaz, it would greatly aid us this early in the quest.
7. For Eggman's actions, we really should spread them around, and focus on doing many of the possible actions, instead of just constantly spamming focus on your own work.
8. Starline, study Belle, just to see their interaction. Don't really have anything else to see with him.
9. Rusty Rose, observe the wild life, just to see what that might do for her.
10. Metal Sonic, do some general training, the chance of raising is power is good. But him watching videos, the dice don't agree, so we should pass those up for a couple of turns.
11. Agent Stone, Read the manual, having a loyal servant helping out with giant robot in the future would be great to have.
12. Belle, write letters, she really needs some time for herself.
13. For the sisters, now that they area unit, would like to see what new actions are open for them next turn.
14. Canaan, hang out with Belle, gives her to develop that relationship more, and get Belle more used too scary people.
15. Isara, either look for more of her people, if theirs a chance this action is still available next turn. If not, get used to this world's technology, this will really help her actions in building stuff for us.
I'm all for fortifying our new area next turn too, always doing that will for any future gains. Their's a chance that Zavok might not attack us next turn, since the dice might go bad for him, great for anyone else attacking him, or both.
Also, I believe if we get the chance we should recruit Cream and her mom. than make them both battle armor and weapons. Especially Cream, until no holy hand grenade will touch her.
I didnt exagérate when I said that Selvaria was carrying the Empire, sure they have numbers and a huge big ass raíl Gun (and a chaos emerald). But most of them are normal people with WW2 Tech.
Selvaria is such a badass and one of the few they have that can trade punches with Sonic and Shadow (When not going Super) and have good chances of winning.
On one hand If you manage to remove her from the Board the Empire will be quite weakened…Good luck achieving that thought.
In the Valkyria Chronicles canon, Selvaria is the most powerful Valkyur the Empire possesses, and she basically stonewalls the entire Gallian army when it comes time to fight. The first few times Squad Seven fights her, the way you get out of it is by shooting down the Emperor's personal tank, and she breaks off the battle to protect him. During the aforementioned stonewalling of the Gallian army, it gets so bad that someone decides they would rather gamble on one of their friends secretly having Valkyur blood than continue fighting conventionally. The only way they know to awaken Valkyur blood is with danger and injury so... -cocks rifle-
I was never the biggest fan of that plot point, but it does illustrate how terrifying Selvaria is. Conventional combat against her is not an option, at least within her universe. Unless you've got a Valkyur of your own or a tactical weapon, just give up. The only other time the Gallian Army almost gets one over on her is in the DLC where you play as her. In one of the maps the Gallians use a chemical weapon to paralyze her, only for this attempt to be thwarted by her personal engineer sprinting through gunfire to give her the antidote.
Also consider the fact that The Ultimate Life Form had 7hp. You need to beat Shadow seven times in a contested combat roll to actually win against him. Shadow who has +9000 to his combat rolls.
Edit: Remember to put some god damned respect on that lamb's name when you meet her.
