When IAE is actually converting mages normally rather than handing out devices that perform the template installation, and assuming there is both the infrastructure to supply it the necessary power and a steady influx of victims? Yes.

The two issues with low-magic worlds is that it takes time to find all the Linker cores and that its converted mages have to work without Devices until there are enough Gadgeteers to supply everyone.

As I have said before, if IAE had its memories when Taylor found it, things would have gone very differently.
And this got me wondering what would have happened if Taylor took the gadgeteer template, and as IAE regained it's memories it found it had been unknowingly following it's standard protocols already? I do recall once or twice you saying that you had envisioned us having converted hundreds of mages by this point in the story...

Not to mention the TSAB team's reaction when they found hundreds of "brainwashed," rather than just the lone Taylor.

Ash beast destroyed his town/city/village when he triggered, and apparently several afterwards as he wondered around africa. I imagine in the first month he killed 500 people as a low estimate.
The Sleeper make an entire region of Russia uninhabitable, so you can juggle numbers from a couple of small towns to a couple of large cities. Maybe just one militery base if they were really lucky.
Phir Se, though you could easily argue extenuating circumstances.
Any of the Slaughterhouse nine over their long history.
Lung when he was still in Japan; Leviathan was reported to have shown up because the place was crazier than brockton bay.
Numerous Yangban members because the few mentions of them, they're the enforcement arm of old school Red China, who killed 60 million low sum without nukes or superheroes.
String Theory was going to bring down the Fucking Moon just for a ransom before the Triumverate put her away,
and of course, we have Nilbog, who ate all of Ellisburg.

It's doubtful these are the only examples, but Wildbow doesn't really detail more. The Falen and the Blasphemies are pretty low capacity, despite their names, but they're not totally unreasonable picks either.

With Nilbog it took them a week after Ellisburn went dark to send a team in. I could believe sleeper was easily tracked, but Ash Beast would have taken a while before tracking really got people early warnings of him.
You've a point on the Yangban too, I was making a comparison that wasn't exactly apt.
On lung though, I'd like to make a point that Gang warfare usually kills 30-100 people when anything remotely serious happens, and if the area was as bad as suggested, with supers, a lack of rule of cool keeping collateral damage in check and SW's allowance of a month for things to occur, he'd probably make the cut.

I already said that Sleeper, Nilbog, and the Slaughterhouse Nine were appropriate comparisons.

...This was the cutoff I was using. Perhaps you're not familiar with the IRA or the middle east, but 500 deaths in a single engagement isn't a serious outlier. It's not normal operation, certainly, but it's not rare unheard of either. Given parahuman gangs you don't need the prep time and resources, but have the same territorial issues, high unit count and same disregard for collateral damage.

In most superhero settings the death toll is held back because the heroes always win. Or its ridicuously inflated to show just how bad the badguys are. In worm, the only thing holding back the casualties is the endbringer truce, which has been repeatedly shown to not mean much when the gangs really get into it with each other. Bakuda and her bombings could have easily done 500 in a single engagement if she's anything like the IRA which given she was suggested to be taking down buildings isnt unreasonable comparison. Lung in the middle of open gang warfare on the packed streets of Japan that drew Leviathan to sink the entire island? 500 in a single engagement isn't out of the question.

I just realized something. What happens if they somehow encounter Tim? Should we inform the bureau about Tim and how he was still in possession of his faculties last time you checked as a warning to not shoot first with him?

Their behavior doesn't match up at all with what you Admiral Tucson told you about them.

Secondly: 500 people? Should be either justified by IAE going off in a limited environment that contributed to that part of it being fried, or adjusted to be more similar to the average Simurgh fight. (500 people killed, but over 2,000 converted?)
Well, I mean it was on a ship and it was noted that the reason it was only 500 was because it ran out of targets. So...yeah, limited environment it was.

Missy is a luffly friend and all, but I don't think its been mentioned that we've seen her since we gave the arm? Do we know if she got grounded over it xD or just been busy with MS-13 and who knows whats gone on off-screen? In any case an upgrade might be tricky to give even if we prioritized it over a communications upgrade.

If you plug a regular mana collector into it, you could have it running on audio only 24/7. The generator would give you full AV capabilities, but it would run out of gas or need to be topped off frequently. It's a small generator. To have full AV all the time, you'd need a larger stable power source, which means either an electricity-to-mana generator or a mana-based power plant.
