Yet another time Burst would have saved the day.Depends on where on their suits they were hit. Nanoha Shooter spells look to be somewhere between the size of an egg and a tennis ball. Mark ten such spots on a grown man's body – larger, even, since they're wearing an exosuit – and chances are quite high that you will miss a vital system.
QM on the topic:That the QM said that Vista would jump at the chance of getting an arm doesn't mean we should.
Look at it from Militia and the PRT's perspective
The rest, you start balancing issues of "Did Shipwright know we would disapprove of his actions?", "Did Shipwright act in good faith?", and "How far are we willing to prosecute a group of heroes over this, up to and including the risk of turning an ally into an enemy?"
No problems at all unless we ask the PRT first. It depends a lot on the questions I posed above. If Tim can plausibly answer no to the first and yes to the second, the PRT's answer to the third would be a stern warning that this is not how Tinkers should operate for reasons A, B, C, and D. If he CAN'T answer no to the first, such as because he's already asked and been refused, the PRT will go farther in expressing their displeasure because it is no longer a friendly Tinker over-enthusiastically helping.
QM on the topic:If we did decide to give Vista the Arm this week, I assume it would require an extra time slot beyond the time limited visit with Vista.
1 time slot should be fine.Let me worry about scheduling. I can play with a lot of time issues off-screen.
