Honestly, at this point Addy should just double down and make them capable of breeding. Because if there's a kill order out on her for something that isn't true, then why not make it true. Kinda like that one thing, "You wanted a villain? I'll give you a villain!"
I'd say the opposite; if they double down on a kill-order and all that, and she can
demonstrate that it was based on false pretences, especially if she demonstrates the ability to make that information
public, she can probably start wringing concessions.
Of course, Addy isn't exactly the most subtle sledgehammer in the wrecking crew, but still...
Carol Dallon glared across the table at the precocious pre-teen.
"Your vicious monster assaulted several citizens, killing one outright, and reportedly two more through wounds inflicted. The courts have to take action, because if they escape your control, get into the ecosystem, and start breeding..."

can't!" Splice insisted.
"Young lady, I don't care how good you
think you are, there is no real way to control a monster" Carol bit out. 'Just look at Amy,' her thoughts continued, 'always showing resentment at the chances she gets to heal people, never showing proper appreciation for...'
She was cut off, again, by the troublesome biotinker menace. "Well, that too, but I mean they can't
breed. First off, they're all female, and more importantly, they don't have the
parts. No reproductive organs"
Carol choked, and looked around the room. Director Piggot seemed equally shocked, her daughter and Amy were blushing, and Armsmaster was, wait, he was
nodding? As though the idea was obvious?

He leaned forwards, and interjected "Quite understandable — if those parts are unnecessary for your creation to function, leaving them out allows for greater efficiency."
Splice grinned, a too wide smile that showed Carol the villain hiding behind the mask. "Yup! They can't eat either, they have to recharge back at base, but more than that — they can't do anything without my commands"
Carol opened her mouth to object, but Splice waved a finger at her "Nuh-uh, let me finish. They literally can't think. It's a master effect, I have to move my mind in and take over."
Not just a biotinker, but a master too? At least Amy wasn't that bad, even if it took so much effort to try and make her a hero. Then, a thought crossed Carol's mind, and her stomach dropped.
"Luckily, when C-D-B over there" — Vicky bristled at the alluded-to nickname, but Amy's hand on her arm kept her quiet — "attacked me when I was making sure that poor woman got to safety, I was still... still..." The girl started to sniffle, clearly playing for attention "I was still able to get Fluffles back to my real body, and transfer back before she d-, d-,
died of her wounds!"
Splice burst into tears, and buried her face in her cousin's chest. Carol looked to her left, where Amy was trying to get the attention of a very pale, distraught Vicky.
