Don't the Vita Chambers cause the people that are resurrected in the dependent on ADAM? PRT will probably be a little bit hesitant. Besides, tinkertech needs a lot of maintenance, its the reason why tinkers can't mass produce their tech with a few exceptions like Nilbog

This is Cauldron, after all. And the idea of just needing doses of ADAM and needing ADAM to rebuild people with quantum fuckery would still draw them so hard. Cauldron could and would do that. Because it would be an endless army to throw at Scion or the Endbringers.

Well tough shit PRT, you aren't getting her. They need parental consent and they won't get it ever (Annette won't let Danny sign her onto the Wards under any circumstances). Panacea is also not allowed to share any details about Addy to the PRT without her consent or a warrant (I assume that since she has to ask for consent to heal, she's also bound by doctor-patient confidentiality) and if she does it's totally not actionable in a legal sense and will just get Panpan into a heap of legal trouble.
Besides, all Addy has to do is ask "exactly what has the PRT done to reign in this obviously deranged and terroristic mass bomber and how will me being a Ward keep me any safer seeing as how there was a Ward in that school who was going to get hit by the bomb anyways without my intervention?"

I'm hoping we are about to see some tying of the many plot threads here. There's the plan to reveal herself as a crow cape, but she has clearly revealed herself a precog, and then no one knows who Splice is or that he can do things like creating a massive parahuman army out of vetted individuals with a wide variety of powers and a respawning machine.
And now this FF tech tree lets anyone power up on top of their plasmid powers on top of their natural powers.
There's so much stacked up, so fast, that it barely sees use. Crow Summoner is obsolete without ever seeing the light. It's all convoluted and, well, lacking in impact. I didn't felt any tension on what should be a scary home invasion by the Empire because Annette alone had like eight powers. The Vita Chamber doesn't help.
Sometimes it's trying to be serious and logical, the others we are seeing telepathic memes with Simmy. The whirlwind of chaos that could tie it all together starts and stops in fits, but even before Annette pumped the brakes it felt too random.
Overall, I get a sense of confusion when reading, because I don't know if it's supposed to be crack or not. It's not badly written-the characters can carry conversations, the grammar is good- but I'm not sure how I should read it. Are we going somewhere? Is there a plan? Or should I just sit back and watch plot bunnies show up and die as they will on a stompy fic?

Good Samaritan laws explicitly make it clear that unless consent to medical care is expressly revoked by someone with medical power of attorney on behalf of that specific patient, no caregiver can be charged with any crimes nor can lawsuits be pressed against them if they are acting in a good faith belief that such care is necessary to the well-being of the patient.
Panpan could, legally speaking, bitchslap Piggot's kidneys healthy and the good Director couldn't even sue for emotional distress damages -- assuming Amy believed the Director was having a health-risking complication.
Also: asking for consent to heal without explaining the exact procedure to be done is profoundly unethical medically speaking and has no legally binding force. In the eyes of a court of law, not one instance of Amy asking that question is actually a case of her legally gaining consent.

Considering how Crows are closely associated with Precogniton, see Odin, it makes sense that someone who is a Precog could have that as a thematic power. Precognition and Crows DO kinda go hand in hand. So that will help reinforce things in some ways.
Though I totally expect the PRT to start codenaming Addy 'The Morrigan' as suggested earlier. Because that also has links to crows and precognition.

An important note is that even if it is not designed to, a PAIN bomb can still kill. People can die from sudden shocks to their body, not the electrical kind. While I doubt it will actually kill Addy, if she did not get it far enough away and some.other kids still got hit there will probably be at least one death. If not directly from the bomb but from falling over and hitting their head.
