So
@Unders, looking at my sources, you MIGHT want to expand the list of dragons that she can turn into beyond the basic Core+XPH+ECS books. Here's as complete a list of interesting ones that squeak in under the 15 HD Metamorphosis limit for her 'Max Useful Manifester Level for the Power'-variant of a Skin of the Proteus. I'm presuming she'd favor dragon forms because she
does actually believe the "Always Be Yourself Unless You Can Be A Dragon. Then Always Be A Dragon!" bit. At some point I'll expand the list to things that look like dragons or coatls or wyrms and serpent things and other scaled sorts of creatures, especially ones that have useful Ex attacks, but for now I'm keeping it at 'classic' Dragons. FYI, here's how I'm limiting this list: 1.) At least Large sized. If you aren't at least the size of a horse and able to carry a small person,
why are you turning into a dragon? (Note: to mitigate this issue, she might want some item of Expansion or Enlarge Person to be bigger and more able to carry big stuff) 2.) Can fly. If you can't at least fly, again,
why are you turning into a dragon? Note: there is one MAJOR exception to this! See Chole Dragon. 3.) Under 15 Hit Dice (the max Metamorphosis can handle). 4.) Is a True Dragon (IE, has the age category in the creature name, so no Aspects of Bahamut or Aspects of Tiamat, which are Huge and are in the book Dragon Magic [and designed to have low hit dice levels so they can be summoned by the faithful via spell], pages 108 through 111, hint hint hint), so you can be sure they have vocal chords capable of speech and dexterous fore-paws that function as hands 5.) Is as old as possible, either Juvenile or Young Adult (ie, a young teen or just a teenager equivalent) and 6.) Are in an official 3.5e or WotC source (yes, Monster Manual II had a 3.5e update, see
here), or the same from an authorized 'second party', like the Dragonlance stuff. Here we go:
Juvenile Hex Dragon (Dragon Magazine #343)

Juvenile Green Dragon (Monster Manual, System Resource Document)

*The Juvenile Chole dragon doesn't have a fly speed, but it has a very fast climb speed, and up to thirteen tentacles growing out of it!
Note: If she wants a maximum size (ie, Huge size category), fast in the air (flight speed at least move 80), decently maneuverable (average maneuverability at least), strong (above 20 Str), flying form that can be turned into by a maxxed-out Metamorphosis/Skin of the Proteus, there aren't THAT many creatures of any sort that can be turned into! Hence why she might want to invest into a Pearl of Speech (Magic Item Compendium) if she wants to turn into a Dragonhawk, which is Eberron specific and also a pretty badass form, and some item to regularly manifest Expansion on (some sort of Eternal Dorje or other Universal Item maybe? It'd have to be Expansion and not Enlarge Person, due to the type changing from Metamorphosis. Maybe the recharging psionic tattoo options?) and maybe a Wilding Clasp (Magic Item Compendium) and Belt of Hidden Pouches (Magic Item Compendium), possibly with some of the 'specifically easy to add and doesn't cost extra due to combining magic items' options on page 234 of the Magic Item Compendium, increasing her Constitution and Strength. As far as the creatures that meet the mentioned criteria from earlier, there are:
Aspect of Bahamut (Dragon Magic)
Dragonhawk (Eberron Five Nations or
Five Nations Excerpt)
Ki-Rin (Oriental Adventures and Dragon Magazine #318)
Gray Linnorm (Monster Manual II)
Rainbow Crow (Heroes of Battle)
Skybleeder (Fiend Folio)
Steelwing (Monster Manual V)
Thunderbird (Sandstorm)
Ululatrix (
Monster Mayhem: Ululatrix)
