If you have the capability to supply the Military something they want (Airships) in sufficient quantity and quality, I'll give you the option to sign a contract.

Shouldn't be necessary at all. My plan gets us a 97% chance of success without it on Lady Tessen's favour. As to the lost, I think it's a good idea to spend a turn or two investing in psych first.
That's for making the Emperor listen to our request. If he does change something about the laws or not is a different, heavily political, question. And I think more noble Houses supporting us would affect that decision.

They will end up too expensive for everyday life, but our military forces will be glad to have them.

Have we seen much of the Emperor's character in this quest? I have a vague memory of him appearing in interludes, but I can't seem to find it.

The emperor is politician at hearth
Meaning he will try to improve his nation but not at the cost of de-stabilizing it

So we should increase support for the mutated among other sectors of societies (nobles,army and common people)

So that way they begin to call for changes in law regarding the mutated,and that way the emperor see changing the law as a stabilizing factor instead of de-stabilizing

Is a composite that existed in a primitive manner as damascus steel

We probably can make or buy some of it

Is a sci fi alloy that can be done through primitive means but its full potential only harnessed when the rigth tech and industry is fully developed
