I thought about starting this Turn, but with us having to repay the big loan and the upcoming Holding options being pretty expensive...

We could start next Turn if we don't vote for one of the expensive Holding options. It would be narratively important enough to spend a Personal Action, we could send two military units, and we now have weapons for airships so we could send a Cutter as an escort.

After the psycology theory, we could maybe swing into either the flamethrower or the mortar, we have a boatload of advanced weapons artefacts so we could push through the low chances.
The prosthetics should finish this Turn, so we could then use that Action for weapon research. I would like to do 1 Theory Action each Turn until we get at least the basics in everything.

Do you mean investigate a book? The only untranslated book we have is Revelations Of Eden. Anything with ??? needs to be investigated before we can do anything with it, which is annoying because investigations can take 2 Turns even with a Personal Action.
 
Also what are your though on building a logic bank for an extra Archeology action? We can still build one more with no downsides.
Useful but expensive. It also takes 3 Turns, so not something we can finish quickly with a Personal Action. Maybe after we finish the Laboratories?

Shift Your Bureaucracy would be quicker. We don't need 2 Faith Actions, because nearly all Faith projects are either so big/expensive that we can't do several at once or they can be done in 1 Turn with a Personal Action.

I'm wary of shifting action away from Faith, since our ability to react to crises comes from Faith actions, so having only one would leave us unable to react if we do any long term projects.

While the projects to deal with any crises tend to be Faith Actions, we would probably use Personal Actions to do those, because any crisis management will be in the short-term and the +50 of Martyris on Personal Actions makes those actions much more likely to succeed.
