Meeting New Magical Girls: 5-250. :V Probably everybody, but possibly just Divinity (Goddess Grey and Red gave 250 EXP, Goddess White gave 5. Clearly it's inversely dependent on how nice they are. Since the Maidens of the apocalypse also gave 5 EXP they must be very kind.)
Maybe that's a side effect of Nep's odd psychology and her penchant for making friends with everryyyyyboooodyyyyy?
 
Uhh, Celestial Severance is definitely not a safe attack.

In the foreseeable future, if we need a "don't accidentally things" single target attack, Starshine is our best bet.

I'm sure there's a spell somewhere that can have an ability that does "cannot damage anything except the intended target".

Failing that, we can always just strap a regular gun to our hip and magically enhance it. Sega has a second sword, so we know its possible!

it has a set range of 50 meters, and is a flat plane. Compared to our basic attack that wrecks cities. It's dangerous to the building we would be in, but is a lot safer to use than more or less anything else we have.
 
And if the target's tough enough to resist that...well the building's probably fucked anyway.
Well, in theory we could go and try and whack them in the head with the Purifier Beam's barrel. Or punch them in the face. I don't think that would trigger Apocalypse, and would probably still be pretty powerful due to our raw stats.

Hell, just ram them at high speed and trust Indestructible Core to prevent us from taking recoil damage!
 
Which only really makes sense if we're swinging it so hard that the displacement of air destroys everything around us. That's the kind of thing that seems much easier to turn off.
Consider that we have precedent for that being done casually, with no apparent effort, on a weapon with a lesser version of Apocalypse.
 
My thought on EXP gain are as follows:

Basal EXP per day: 1-3. Everybody (only for really boring days.)
EXP from training MG powers: 5-10. Everybody
EXP per kill: Varies. Story and up (They get event EXP for "facing the legions of Hell" or some-such instead.)
EXP for plot events: Grows as involvement increases. Everybody, but higher Affinities grow much faster
EXP for defeating antagonist: 50-500. Depends on who it is and how hard they hit
EXP from funky dreams: 0-50. Epic and up
EXP for major accomplishments: Lots, whatever you consider lots to be. Everybody.

Optimal growth rate would thus be to first train and introduce yourself for a bit, then tag along with more powerful people to do important things. I wonder how many novices Red Rose has taught how to be a Magical Girl by now, and how many of them are still around.
My own personal opinion:

Basal EXP per day: 0-3. Divinity only.
EXP from training MG powers: 1-10. Higher Affinities more likely to earn more.
EXP per kill: Divinity only.
EXP for plot events: Grows as involvement increases. Everybody, but higher Affinities grow much faster
EXP for defeating antagonist: 1-500. Depends on who it is, and how hard they hit. Harder for lower Affinities to get high amounts.
EXP from funky dreams: 0+. Divinity only.
EXP for major accomplishments: Lots, more the higher the Affinity. Everybody.
Meeting New Magical Girls: 0-250. Divinity only. EXP is in proportion to how amazing/unexpected/unique the meeting is.

While Prime Evil Slayer theoretically has a nice damage increase in practice it's pretty much useless. Nepgear has never encountered anything with an Evil affinity. So even disregarding the part where it has to be Evil + (Negative Affinity) not just Evil it's still something that is incredibly unlikely to ever activate. After all the forces of Hell all seem to be Chaotic not Evil.

for comparison, the typical nuclear strike does 15,000,000 damage, and the "well were not planning on coming back to this planet anyways" ones does 40,000,000 damage. Under ideal circumstances we can hit simlar levels of raw damage.

I can see where you're coming from for most of these (particularly EXP per kill, which can get ludicrous fast), but why restrict 'trickle' EXP to Divinity? How will the Story-Makers of the world gain their next-season powers without getting ~10 EXP a week for living their normal life?

It gives even the inactive Magical Girls a presence, a well of determination they can draw upon to push their limits. Without it you know that the only MGs that are becoming more powerful are the ones spamming their shiny attacks in that abandoned field. In short they become too predictable.

With 'trickle' EXP every Magical Girl you lose track of has the chance of showing up with hitherto unseen abilities. Every one of them is a force that no one can afford to ignore, no matter how pitiful she seemed when last encountered. And it remains a pitiful source of strength if she's doing anything else to try to become stronger

Antagonist EXP, in my mind, depends mostly on the specific antagonist. For example, if Magical Girl Placeholder somehow defeated Sixth Heaven Placeholder would get 200 EXP no matter what her growth Affinity was, killing Grand Archangel Gabriel would grant ~400 EXP to anyone that managed the feat, etc. So even low growth Affinities can rake in the EXP by helping out Red Rose, but they face the danger of ending up in a KTHXDIE effect in the process. It's more EXP than low Affinities would otherwise see in one place, but balanced against winning fights they have no business being in.

Well, besides the fact that you could gain EXP from civilian challenges and achievements, the fact is, for most Magical Girls, it kinda is like that. Hell, Sega improved little to nothing after she retired, and she's got the Divinity Growth Affinity!
