I want to get the Dockyard design and start on the Port megaproject this turn, should help us support our latest colony, speaking of which we should support our lastest colony to get it to grow faster and complete a quest. We will want to jump on that new silverine mine ASAP as well.

Not the full allotment of actions obviously but I think it would be nice to at least start a megaproject and focus on getting access to all the resources we can.

Seems like we want to cap out libraries and academies before doing public education.
You don't necessarily have to cap them out, but having more libraries and academies helps when it comes to teaching kids across the entire Arthwyd Empire or at least its Arthwydish parts.

Ok so here I build a Mithril mine, support our small isolated vulnerable colony, build the port, trade with the guys we reached out to after fighting against them in the last war, earn a little Econ and work towards the traderist faction quest which gives a free academy. I want to let our academic infrastructure spread a little more before kicking off public education.

We had 11 last turn didn't we?
We had 11/10 subordinates and 1 colony last turn, we have 10 subordinates and 2 colony's this turn, I think the empower Cadlon action gave us another colony slot bringing us back under our vassal limit.
No, I just realised that getting a fifth colony should have gotten you another free Colony slot from upgrading one of your Legacies.

I was tempted to have deaths of Evatine and the two expeditions result in the Golden Age ending, but I figured that would be too unfair after a single turn of having it and the Arthwyd are pretty stable as a society so they can weather some hits like this.
Yeah, having them be the end of a golden age wouldn't have been good. Golden ages happen because of the continued happiness and prosperity of a civilisation, and while Evatine's death would've been a sad moment, it still overall would've been a happy and prosperous time for the Arthwyd. Those expeditions didn't end well, but they were very far from being the kind of thing that affects a civilisation as a whole like plague, climate change, or war do. (And hell, some of those expeditions did go well!)

We really don't need more megaproject options. We still the Sewers and Port in our list and we're definitely not doing both of them in a single turn, so voting for a new megaproject option this turn will be a big waste.
Our military is still backwards, and the only way to really improve it is through major defeats and golden age bonuses, the latter of which is far preferable. We've also got whatever's going on in the Sunrise Mountains which we may need our military to deal with.

The expansion value remains a thorn in our side, and one way to help solve it is to find a way to fit more people into the same amount of space without problems. Getting sewers will help greatly with that, so it's something we should do this turn.

This is to help complete the Conservatives quest. 3 sacred forests is a big effort and it's best to get a good amount of the work done now in case something big comes up in the future demanding our attention. We have free time now, so we should use it wisely.

This is to complete the Localists' quest, which'll keep them happy and also get us a free road. The Morydwyd are our most vulnerable colony and the stronger they are the less likely we are to have to go to war across the steppes in their defence.

We could take this opportunity to switch off of the empire policy to something else, since our Arthwydish subordinates are all maxed on opinion. Right now favoring black soil for the permanent econ expansion and study for more innovation rolls.

Opinions boosts from the Empire passive policy aren't permanent. They require continuous maintenance and the passive policy applies to all subordinates, not just the ones of your culture.

On top of what Oshha said about reputation, that's not all that Empire does. Empire improves relations by doing things like attending to their needs and giving them a voice in what we do. Keeping our subordinates in the loop as participants of the empire is an important part of maintaining that empire. We don't want them feeling ignored by, separate from, or underneath the Arthwyd Empire, but part of it.
 
It being a temporary opinion boost is a part of why I want to switch off it now. With the Arthwydish subordinates it'll drop to 8/10 instead of being maxed out, while with the barbarian ones it'll drop to 6-7 before getting boosted back up.

As for having them feel like part of the Arthwyd Empire, just how much do our barbarian subordinate actually feel that way? On our end we clearly don't consider them Arthwydish but as barbarians instead, and the Forlucans have just dragged us into an Epic Age war after we specifically tried to stay out of it. They definitely don't follow our foreign policies, even as we are obligated to protect them from attack.

None fully feel that way, but we have been making progress. This is a slow process, one that needs a very long amount of time to reach full fruition, but the rewards are worth it even above other passives and neglecting it has consequences with both our non-Arthwydish vassals and our Arthwydish vassals. Even in the short term it has its benefits, because those higher relations mean much greater willingness to support us and listen to us. In the last war, there was a chance that some of our vassals wouldn't have joined us if it weren't for our Genius Diplo. The higher our relations, the more likely they are to join us automatically. As for support, our high relations with the Forluc means they were willing to follow our lead when we tried to calm things down with the Caradysh.
