Guderian isn't as, ah, free-wheeling in regards to his supplies as Rommel is, and may better remember that his orders are to defend Libya, not conquer Egypt for the good reason that the Germans and Italians can't supply the latter through North Africa.Tobruk is going to go very differently and with Guderian instead of Rommel at the helm, it's not looking good for the British.
So while on the one hand he may be more difficult to deal with in time, he also isn't that likely to cause panic on the Allied side.
