This choice, like the rest of the update, is also about whether Anna is capable of trusting and working with others. Can we trust in STRATNET to make accurate predictions? Can we trust the other soldiers on the ground to be competent enough not to die? Can we trust other Valkyries enough to mesh impellers? Are we a Warrior, that can work with other Warriors, or are we a Monster that can't?

Anna wants so very, very badly to trust other people, even though she's not currently capable of it. But if she doesn't start trying to trust, she'll never be able to. If she can't ever trust other people, she'll never be able to have awkward impeller-meshing metaphorical-handholding scenes with the rest of the characters, and our long-term screentime will be severely curtailed. Waiting here is a necessary step towards long-term character development and plot relevance.
 
WAIT is the better option but given the meta goal of the quest I feel myself pressured to vote for ENGAGE. With two hours until combat begins STRATNET can "surely" talk Anna down to meet up with the force of valkyres and be their spear tip. Even if the voting text makes it clear that that will not happen...

Revealing your ability to attack at extreme ranges through obstructions to the Antagonists is not consequential in the short term.

I'm just imagining the clusterfuck once ghe rest of the cadets learn Anna is not only A Valkyrie wih combat time, she's the number-one ranked Valkyrie in the world. It's gonna be amazing.

Also it invites counterattack about your own physique. Truthful counterattack at that. You unconsciously cross your arms over your chest, faintly annoyed at how easily your palms slot into your elbows. A bit of obstruction would have been nice. If you change the behaviour of Durga's plating to be always solid rather than malleable in deference to your own actions- alright.
Don't know why she is concerned, with the amount of body control Anna regularly exercises she could make her chest as big as she wants with little effort. For her basically anything about her body shape is a lifestyle choice.

As nice as it is to see this quest alive and kicking, this section seemed to really drag on. Mostly because of how it tried to invoke pathos but was too focused on a third person omniscient description of the chronological sequence of the battle for the Arcology. It felt more like a history class lesson, too big and nebulous and factual.

And then in contrast you have this:

which actually does a damn good job of using small details to both evoke emotion and paint a microcosm of the surrounding scenery.

I realize that the dry factualness was probably Anna-the-character deliberately trying to drown out the horror of what she was reviewing, along with her raw data processing capabilities. But It simultaneously managed to be boring as a reader. By the time I was reaching the end of the first section my immersion was completely gone and my thoughts were mainly "is this part DONE yet?" which rather muted my response to the second section.
Fair enough mate. I've written other scenes like this previously, like the fishing class over the old city.
You reckon this segment was worse than that one? Or is it more that these kinda scenes just not really your cup of tea?

Minor possible error/inconsistency: it's said that Sydney was built between the discovery of Valkyrie cores and the Antagonist attack, and that it heavily used Higgs technology. However, later on it's said that Higgs generators are only found in Type Zeros and breaches. Is Higgs technology independent of Higgs generators?

Thing is Anna's Wave Force isn't a huge deal anymore. We've succeeded in turning it into something that anyone in the Top Twenty can learn. Yes that did occur before the scene with Sandra but given the layout of the update it was probably a day or two separate at most. Not really enough time for all the reports to be compiled, the implications considered, and the numbers crunched.

Now however even the strategy regarding the Wave Force has changed. Before it did make sense to deploy Anna ASAP and get her zapping Type-Zeroes while the secret remained so. Now however it makes more sense to get all the Top Twenty to learn the Wave Force then deploy them en-masse to (hopefully) take would twenty Type-Zeroes simultaneously. Or at least as many as possible before the secret spread. Probably focusing more on the big A-class and B-Class Type Zeroes over the lesser ones.

It also makes keeping Anna safe a higher priority because she is still the best teacher for the Wave Force, as crazy as that sounds, and so the most likely person to either improve it or to figure out how to further spread it.
Still a big deal. As Anna is also the only one that can use it without dying in the process.

One Valk's Impeller, no need for some Arcology sized megastructure," Washington stutters with a voice thick with emotion, her eyes almost wild on her face, "With a little more work, us, the Three Hundred at least, can now create an effect like the God Gun- like your Wave Force attack. We finally have an answer for all the crap the Zeroes keep throwing our way…"

Washington then looks back at the ordnance testing ground in the distance, now dominated by a tall mushroom cloud as the anomaly finally unravels with a final violent release of energy.

"Well… at least once in our lives," she amends, equipping her helmet back on, her tone now controlled and subdued, "We can all take at least one Zero with us, if they stay in range long enough, if we live long enough to see the attack through…"
Admittedly that was her doing it with her own impeller instead of in a 300 Frames, so result might be a bit safer with the latter's more robust impeller.
Also, considering the requirement for one to do it, expecting it to be something that someone below Aces can do is a pipedream.

The Academy has a total of forty four Instructors rostered, a pair of Instructors for every first year squadron, a single Instructor for every second year squadron, an Instructor for every two third year squadrons, and two in reserve. You eye those last two with no small amount of surprise. What possible situation in an Academy entailed two Ace rank Valkyries to standby on reserve, especially when there's already another forty already present?

I thought so at first, but they should have had no way of predicting the UN's industrial schedule, and no real reason to be subtle.
Instead of the micromachine grown monster, they could have hacked the entire arcology network, or seeded proper grey goo, or actual high yield warheads (>50 MT equivalents) as traps. Killed a couple Valks, wrecked the project further.

If this is Caitlin, she's working for the local version of SEELE.
Not the Antagonists.

The sabotage could also just be generic anti-UN sabotage. After all the UN is up to its eyebrows in shady stuff that might foster some anger.
Nope.
The skill required to pull this off under the nose of Valkyrie surveillance says not. And the timing suggests that the perp had access to high-level internal UN plans, since the plan to fix Sydney was actually brought forward at short notice, which means the sabotage was too.

We're either dealing with a very subtle and well-informed Antagonist infiltrator, or human sabotage.

Sandra kneels down next to you, lowering her head to look you in the eyes. You puff out your cheeks and turn your head to look the other way. How could she allow this to happen to you, you can't believe this.

Sandra waits for a moment, and when you continue looking the other way, pouting, she sighs a little and reaches out, patting your head. You tense, but she isn't tickling you through your Impeller again, so you allow it.

"Come now Anna, don't you feel at least a little bit of joy that your students managed to finally win in an exercise against you?"

…Maybe. It was pretty clever of Koujirou.

"Not like this. I don't want to lose from tickling," you mutter into the ground.

Sandra continues patting your head, but with the Impellers shoving against each other, it is sort of noisy.

Still, it wasn't too bad.
