That's a silly question. What you should be asking is would the Arcology Valk prefer velociraptors like corgies or like actuall velociraptors.
It's not really notable, pretty sure Anna/Yukari is the threads second ship after Anna/Sandra.
Although Renus valiant efforts might be exaggerating what I think I observe.
I agree with the Design Child speculation but not about the incident.
At that point Sandra was the adopted daughter of the secretary. The lab was either out in the open and approved of in which case they had little to gain from an older model and a lot to lose or the lab was secret after the UN tried to shut it down and in that case they still had little to gain and a lot to lose. Only expect this was the case if Avalanche went maximum anime.

Alright yes we need to invest some in Wave force however I think you're forgetting: We still need to keep powerups for our own series. There'll be nowhere to go if we launch into it with Wave Force nearly capped. Also we don't want to upgrade it until we've used it once or twice because otherwise Fauxchan won't know we've upgraded it.

Why didn't Anna fully power these sections? Just general lack of energy production to power the defenses? Or was she somehow powering some of the lasers herself?
Could be that she powered them personally; could also be that she took the generators with her on her final attack run, on the basis that the remaining defenses would hold out long enough.
