What part of the first sentence of the chunk that I quoted did you not understand? 'Cause I found "no different in operation to a normal Valkyrie frame" to be rather clear. If no one is synced to the VBB then it has no impeller and none of its components will experience gradual improvement, among other things.

No different from a normal Valkyrie Core means that if you have to sync to get an impeller field around a normal core, then you must sync to get one around a VBB. Given that there are Cores numbered into the 40 thousands and only around 20k compatible users presently I rather suspect that if it was possible to gain all the benefits of a Valkyrie (impeller fuckery, gradual improvement etc.) without needing a Valkyrie operating the Core they would have done that in a heartbeat. The decided lack of such happening lends rather a lot of support to my position.
