Probably not size for size's sake. We know her reproductive, digestive and waste elimination systems are currently nonfunctional and she's running on Durga Life Support for a very long time. Her emotions are stunted to a degree where her adrenal systems and general hormonal signaling turned off for performance. She also has organ redundancy and reinforcement on the level of a Space Marine.

So it's not complicated, her biological systems were replaced by bulkier and sturdier mechanical substitutes. The greater size is to accomodate the three sets of hearts, two high performance dialysis systems etc, with 'non essential equipment' removed for more space.

Now that she's in a setting where having said equipment is useful again, the 'equipment' is being reinstalled, the redundancies being optimized for volume rather than sturdiness...and generally reset her to a state where its SAFE to turn on biology again.
 
It's also possible that optimization is an energy-heavy process and Durga is just, for the first time in a decade, in a place where she can put the majority of her average power toward optimization. So she's gone from only being able to use, like, 2% overall, to optimize things, and she's suddenly gone to 60%, with the result that everything is suddenly jumping ahead on quality. So Durga would have made Anna that height if she could have, she just couldn't manage it without better engineering that she didn't have spare power for.

As far as I have evidence, the only person who plays is Avalanche. Presumably he uses a ton of computers to fight against himself.
EDIT: skaianDestiny has admitted he plays. He did not provide a reason or excuse. I can only assume he is waiting for a computer that can play Pong.
Keep in mind of course the poor man lives in Australia, the possibility that World of Warships is the only game currently not banned must be seriously considered.
