My personal theory is that she is a part of a secret UN project to create super soldiers, a project that was either validated or inspired by the discovery of Anna Sanchez.
The problem with the theory is that Anna is purely the result of hard work: She's like Valkyrie Batman. If you were to clone her somehow you'd get this adorable little ball of moe that's completely useless in a fight, except maybe as a reusable distraction. So what tropes or whatever do you think supersoldier childhood friend will be? There isn't a tomboy in the group yet. Maybe if a "guy" appears, especially as a transfer student, its actually the childhood friend. Does Setsuna count as the loli as well as the tsundere? Because I don't remember how flat she is, just that she's short. I guess we're also missing the Genki character.
