Like I said earlier, as far as I can tell, the plan for the Alaskan Offensive was to take out Fairbanks breach since it was relatively isolated from the other North American breaches and then set up their base in Anchorage to prepare for future offensives. Then, after sacrificing a naval fleet to distract Sekhmet long enough to take down Fairbanks Hive, the UN sent out scouts and found, well... Look at the map on page 1. Saskatoon, the breach that Anna's town was relatively close to, was that breach in the middle of Canada. After discovering that Saskatoon Hive was destroyed by "unknown means" the UN pushed south along the west coast, that's that strip of blue going south. The massive chunk of blue territory east of that strip along the coast seems to have been cleared of antagonists by Anna, personally.
The UN went in expecting to be able to barely take and hold onto Alaska, discovered that some mysterious girl from out of nowhere had single-handedly subjugated half of Canada, and went, welp, I guess we can keep going then.
