So it looks like Plan Worker-Peasant Alliance is the same spread of autodice and targets, but with a more manager-friendly budget to try and integrate them as our own political base. It's possible that will work, it's maybe even the better choice for an Abramovite bloc that wants to present itself as the reasonable alternative to the radical Masherovites.

But in the spirit of debate, I'm gonna propose my original plan that takes a hard line against the managers if people still want to lean into that angle. It's more of a Masherovite tactic than Abramovite, admittedly, but I did all this formatting so it would be a shame not to fill in the X's.

I read through the plans and I like these 2.

I don't know if they're the best plans, and if someone thinks they're bad I'd like to hear the reasoning as I want for the best.

Regarding our dams. If we build the required infra can we start exporting electricity from our Siberian dam projects to China.
 
Likely not, we are probably going to need the electricity for our own growth and making sure the quality-of-life is actually tolerable. But don't I don't discount it happening if we have that much of an excess.
 
Looking through the total increases (all of the increases summed) by each target
  • Balanced Planning: 185
  • Bypassing Agriculture: 210
  • Service Focused: 175
  • Recovering Agriculture: 190
  • Technical Planning: 180
Balanced planning and Recovering Agriculture are roughly in the middle. Whereas services focused is technically the lowest to achieve. I do agree that Recovering Agriculture would help on the political side of things, with the populist image, but 30 is somewhat of a steep target. It might be possible with more focus put on it and improving rural infrastructure. However, I worry if we fail it again the political consequences will be steeper, perhaps leaning into the Enterprises much harder.

On instinct I'd go for Balanced Planning as more achievable, but it doesn't take as strong of a political stance, which is both good and bad.
Others may have addressed this, but not all categories are created equal.

For instance, it's probably a lot easier to increase natural gas profits by 30% in five years than to increase agricultural profits by 30% in five years. It's virtually impossible to increase the number of doctors by 50% in five years unless you revise the standard of what constitutes "doctor" to lower your standards a lot, but it's relatively possible to increase the cash valuation of consumer goods production by 50% in five years.

So just adding up the numbers tends to overlook certain things.
