Oh wow this new guy speaks in ways I can understand. It's like he's speaking regular bureaucrat instead of advanced bureaucrat.

At this point it's an Economic Ministry rite of passage to look through the paperwork and projects of the previous head and say "What the fuck was he doing? How was he so incompetent?"

While I'm glad that there's actual discussion on something besides space for once, DO NOT CUT BACK THE LUNA PROGRAM! "Rationalize the Cutbacks" is straight up worse than "Prioritize Unmanned Programs" - cutting back the FGB (a 3-month life support bus that we have no need for with the moonshot gone) is infinitely preferable to cutting back the Luna program (our one hope of getting any more political wins in the Moon race), and the options are otherwise identical.

If we're not going to send cosmonauts to the Moon we at least need to keep sending lots of robots, our argument was that sending humans is too dangerous and expensive. But especially as a hedge against if the Americans continue their crewed program, we need to ensure that we can get back a haul of Moon rocks via robot before the decade is out, which is pretty doable - if Luna stays fully funded.

While I still don't understand the weird fascination with promoting rural bourgeoisie at the expense of our theoretically socialist state, I'll throw a variant of the leading plan below that just changes the space option while keeping that the same.

Why are people backing the Small farmers ? seriously why ? its politically controversial because the party dons't like them most of our politically active population is Urban and doesn't care (outside of ideological consideration that say private farmers are bad) or are rural managers and administrators with connections to the manager and don't like the small holders.

picking []Back Small Producers is picking a fight with the ministry, the party, and suprem soviet to save the least productive part of our agriculture in order to make the most politically irrelevant part of the country mildly grateful.

Again, backing small producers is liked by the Kosgynites and helps us build a rural support base for Abramov. Claiming it would cause political difficulties is just counterfactual. And those parts are unproductive because they aren't getting insurance + modernization grants, which is pretty obvious. We can make them productive by giving them money.

"Rural support base" is a myth. Small producers are a slice of an already largely politically irrelevant pie, trying to get them on side is a wasted effort, especially when it will be countermanded by Masherovites and SOEs.

Klimenko doesn't think so and I'm inclined to take his word over you.
l proposals have been made to fix this in the current political context but there is only so much that can be done. Consolidation is popular in the ministry, but will almost certainly lose out any hope of a significant rural electoral base. Improving market access and financial tools for farmers can help, but is unlikely to fix any of the root issues involved but can form some adequate cooperation with Kosygin.
Seriously, I don't get the weird hatred some people have for coops and family owned farms. It's not like the party owned agricultural sector is more benevolent. Why not take the chance of slightly more support for nearly no cost?
 
Even outside of politics, having farmers insurance is such a huge advantage for the stability of the agricultural sector that I'm shocked Voz never did it himself. Stupid Technocrat biases.
