Moscow, Case of the Trotskyist Anti-Soviet Military Organization
On a cold spring evening, a multitude of army personnel and generals were brought into Moscow, and just three weeks later, the trials started. When they brought in the generals one after another to the courtroom, those that were soon to be tried walked as if they were already dead, and for all of the upper officers, they already were. All they could do was walk in and confess to all charges, getting judged by a council of their peers. No one expected justice from this, only dead men with no fight to say their last confessionals.
Kulik did not speak a word, just mutely sat into his chair, shaking, unable to utter anything, and looking around the room in terror. When it came to his turn to testify, he kept trying to stutter, unable to utter anything but low pleas. Still, after almost 20 minutes of encouragement and some water, he agreed with the trial's verdict that he was guilty on all counts. Afterward, going mute and huddling in a small ball, needing to be carried out by guards.
Budyonny, when entering, entirely lacks his pomposity and aplomb. He looks like a man half-dead and can barely move by his own power. Instead, he is dragged into the courtroom by his guards. While he appears unable to walk, he delivers his confession through broken phrases in a scratchy accent with constant pauses to cry. Still, he confesses to all counts and receives the minor mercy of being carried out by guards to meet his fate.
Primakov managed to get into the courtroom on his own power, looking at the floor and fully knowing his fate. He brought forward evidence against the other officers, securing him a far more lenient stay. Though, all he could do was announce his guilt to the judges and get the same sentence as all the others. But, he did walk in and out of the room without assistance.
Feldman was moved into the courtroom as a shell of a man, there was no fight left in him, and the guards both knew that. He just sat down at his chair, confessed to all his crimes, and all he asked for was that his family should be spared. Such promises, however, could not be fulfilled as his request indicated that they too were some form of counter-revolutionaries. Still, they at least had a few months until the military portion was done.
Kork was one of the few people under trial to need to be dragged in fully, as he could not talk and could not move as the NKVD brought him in. Instead, he was just a huddled ball, only making some small noises. While the judges asked him to state what he was being tried for and to confess, all he could do was stay silent. Instead, the judges presented the evidence, slowing down proceedings considerably before he was issued a guilty verdict and dragged out of the room.
Uborevich went into the courtroom looking much worse for wear but determined, unlike any of the others. While he was silent sitting down, when asked for his plea, unlike all the others, he declared himself not-guilty to his handlers' considerable surprise. But, as per all things, the commission of judges rapidly presented evidence that he was, and when his word was put against seven respected members of the party, what could he do but mutley state that they had the wrong man as he was dragged off by his guards.
Tukhachevsky was the last of those tried and one of the less vocal as he was dragged in by his two guards. The man did not say much and just stared at the panel of judges as they described his crimes. When asked how he pleaded, he plainly refused to plead in any way, creating a slowdown in the procedure. After extensive evidence was brought up, however, he continued to refuse to plead any which way. But, his signed confession in text was enough to have him sent away.
Free dice to allocate: 4 Dice
Infrastructure 6 Dice
[]Buildup of Rail Stock (Diesel, Urals): With the continuous dieselification of the rail lines, it has come time to finally replace the infrastructure all over the mountains and their industrial districts. After such an improvement, over half of the trains in the Union will be powered by the new fuel of the future, improving efficiency considerably and minimizing additional infrastructure. However, such a changeover will cause an issue with needing to do something with all of the old coal locomotives, as more track needs to be laid to exploit the new quantity of trains properly. (15 Resources per dice (0/300))
[]Regional Interlinked Grids: The construction of a full regional scale grid is necessary to ensure that every city and town can be connected to the central network of electrical capacity. While such an effort would be a massive arduous undertaking, progress will allow an enormous leap forward in the workers' comfort and quality of life. Such efforts would also enable the expansion of new types of industry exploiting the production of electric power. (Select a region from: Far East and Siberia) (15 Resources per dice (0/300))
[]Bitumen Road Programs(Stage 3): With the previous successes in constructing a new series of roads through the Union, it would be a further benefit to start the roads' mass paving. As the current inter-city roads are made of gravel, there are multiple large speed limitations on the roads; thus, a paving effort is critical to speed up travel for both local grain and for military goods. Once the bulk of the new main-road system is constructed further small gravel distribution roads to farms and villages can be made. (15 Resources per dice (44/500))
[]Create Bus Lines: With the new road systems constructed in a multitude of cities, it is time to create a new series of buses to optimize the ability of the workers to travel. Despite the minor increase in fuel use these would represent, they will allow the bulk of the people of the Union to travel far farther for work and food, allowing for larger and more distributed factory complexes. These will also allow people to far more easily move and be transported between cities, hopefully increasing the happiness of the workers. (20 Resources per dice (0/200))
[]Angara River Systems: An expensive and labor-intensive proposal for utilizing the deep Siberian river for additional power generation and motive capacity. While the local region is under-developed, the construction of multiple new hydroelectric systems will allow significant improvements in the transportation of goods and improve the power available in the Union's deep Siberian regions. Such efforts, however, will be challenging due to the inhospitable terrain and lacking infrastructure in the region. (5 Party Influence upon completion, 15 Resources per dice (0/400))
Heavy Industry 8 Dice
[]Magnitogorsk Planned City(Stage 5): The further expansion of the planned city will be one of the largest efforts undertaken by the Union. The complex will nearly double in size and become the premier steel production installation in the world. The alloying vats will be further expanded with more steel blends tested out to improve quality, and another metallurgical university will be constructed. The goal of this final level of expansion would be to create an industrial complex nearly half a million strong focused on the production of steel for the Union, creating a true paragon city for industrialization. (15 Party Influence upon completion, 20 Resources per dice (92/1200))
[]Zlatoust Planned City(Stage 4): While the initial stages of the Zlatoust industrial city have been fully completed, there is still a considerable amount of progress that can be done. For this step of the plan, an additional mass of infrastructure needs to be constructed, but nothing needs to be rebuilt due to good planning. With these large industrial expansions, a considerably greater amount of new alloys can be transferred to multiple industries. The most notable of these will be the production and processing of Tungsten, as the metal is critical for a large quantity of industrial machinery, and more is always in need. (10 Party Influence upon completion, 15 Resources per dice (205/700))
[]Stoylenskoye Planned City(Stage 1): The construction of the infrastructure base to tap a new large deposit of iron for its production to steel is a critical step in further expanding Steel production in the Union. The deposits in the Kursk region are the highest in any place outside of Magnitogorsk and are also fairly easily accessible, making the site a perfect one for the construction of a planned city. While the city itself will also be focused on Steel production, many of the early lessons learned during the construction of Magnitogorsk will be taken into account to optimize higher-quality steel production. (20 Resources per dice (0/100))
[]Donbas Coal Basin Mine Expansion(Stage 4): The expansion of the basin any further will be an impractical endeavor as the bulk of the easily reachable coal is already under utilization. Still, further efforts can be invested to produce more coal yet from the region. However, such material will be far harder to ship to the Urals, where the bulk of the coal use occurs. (15 Resources per dice (65/400))
[]Kuznetsk Basin Mine Expansion(Stage 3): Where there is currently no metallurgical need for the additional coal, it will not go amiss. There are many opportunities to use it for both energy and commerce, securing yet more resources for the Union. The current phase of expansion will focus on deep-shaft coal mines to ensure a steady supply of coal in the future from the massive deposit. (15 Resources per dice (84/400))
[]Gorky Machine-building Plant(Stage 4): Now that the plant is in full production and can easily meet the goals set out for it, the planned future expansion can be attempted. This expansion will massively expand the city it is built-in along with greatly ramping up production. Such heavy machinery production will cause a massive amount of steel and coal use but will allow mechanisms to start being issued to construction crews. While this will make many construction efforts more expensive, it will considerably speed up constructive effort all over the Union and free up a considerable amount of manpower. (10 Party Influence upon completion, 35 Resources per dice (2/600))
[]Leningrad Metallurgical Plant: With more aluminum needed for a multitude of new possible projects and engines, more production cannot go amiss. While this plant will be inherently smaller than that constructed in Stalingrad, it will still produce a truly massive quantity of material. The plant would mostly use local hydroelectric power along with some of the thermal plants. Still, such an effort will represent a good quantity of additional capacity and is highly recommended. (5 Party Influence upon completion, 30 Resources per dice (0/150))
[]Power Production Campaigns(Stage 3): Further construction of more power plants is still needed all over the Union, as multiple future projects necessitate more power. At the same time, civilian power consumption is going up continuously as more cooking implements are issued out. Still, the heating and cooking effort should as a total save some coal, as the electric systems are far more efficient than their older coal-based alternatives. This stage of the construction of more thermal power plants will also allow the construction of multiple new factories and aluminum working facilities with their new supply of power. (20 Resources per dice (99/250))
Light and Chemical Industry 5 Dice
[]Baku Oil Refineries(Stage 3): With the plans to nearly totally utilize the oil deposits in Baku, there also needs to be a plan to refine the massive quantity of oil products. However, these industrial facilities would necessitate a high cost of production with little return on spending. These would further improve the number of oil products available to the Union for larger military projects and secure the position of the Union as the source of Eastern European oil. (5 Party Influence upon completion, 15 Resources per dice (0/300))
[]Large Scale Synthetic Rubber: Given the great success and progress that has occurred with the initial synthetic rubber experiments, a larger follow-on facility is recommended. While this plant will not be able to substitute the entirety of the Union's rubber use, it will considerably reduce the dependence on foreign imports. This plant will use a considerable amount of feedstock, but that is unavoidable when ensuring independence from the vulnerable rubber trade. (5 Party Influence upon completion, 30 Resources per dice (0/300))
[]Sulfuric Acid Plants: With the current likely expansion of shell and industrial chemical production, there needs to be dedicated production of the chemical industry's basic feedstock. Given the current and planned expansions for ore refining and chemical industrial processes, a more efficient way to convert waste sulfur on a large scale is needed. Thus, multiple large scale plants will be constructed through the Union to act as supply points for the material. (20 Resources per dice (53/200))
[]Expanded Radio Plants: With the soon to occur mobilization of the military and considerable advantages of radio-integration into the lower commands, it has become a priority to increase radio production. While these units will entirely focus on being equipped with aircraft and tanks, they should provide a massive coordination advantage. While the infantry radio prototypes are still far too large, they will not be so forever given the currently advancing technology. Thus, it will be prudent to ensure that production and advancement are kept up to date. (30 Resources per dice (0/300))
[]Bakelite Production(Army): The army has a desperate need to produce more resin for various applications. With the construction of an additional number of bakelite plants, this need can be easily met. While no concrete applications for light plastic have yet made themselves evident, some engineers are already suggesting using it heavily in aircraft and personnel army devices. However, the quantity of the material needed has caused some delays as the prospective needs seem to be quite massive. (25 Resources per dice (0/400))
Agriculture 6 Dice
[]Voluntary Cooperative Construction(Stage 5): Further large scale farming cooperatives need to be constructed on the land still available that is still fallow as farmers leave it for the cities. With this final leg of the effort, the Union's agricultural land will be fully brought under mechanized cultivation. Thus, it will ensure a flow of labor never before seen in the Union towards far more productive city work. (5 Party Influence upon completion) (Think Kibbutz with more propaganda) (15 Resources per dice (421/500))
[]New Socialist Towns(Stage 5): The further expansion of the last stage of the new towns will be the triumphant moment of the Union, as the conversion will indicate that all planned agricultural and rural communities have adopted the new model. While some have fought, the prices have broken most of their will to fight back, and just the last holdouts need to be converted. Over time, these towns may shift over into far larger installations, but this step has allowed a clean break with old peasants. (5 Party Influence upon completion) (Think Moshav with more propaganda) (10 Resources per dice (107/500)
[]Expand Pacific Fishing: The initial attempts at fishing on the Pacific ocean have supplied a truly massive catch for the quantity of resources invested. Thus, it would be prudent to begin massive fishing operations in the waters around the Union and nearby international waters. While it is still challenging to get that much fish across the nation, the far east will be more than happy to eat most of the production. (15 Resources per dice (0/150))
[]Expand Factory Farms: Given the demand for meat products and the current surplus of fodder crops that can be used in animal farming, it would make perfect sense to authorize the construction of more factory farming complexes. These would primarily be focused on milk and beef production, but smaller, more local installations will be made for the mass production of chickens. (15 Resources per dice (0/200))
[]Ice Cream Plants: With the acquisition of many high-quality milk products in the United States, it would only be proper to replicate them domestically. While the current industrial state is not there to issue it out to the bulk of the population, cheap morale raising foods can be produced in mass at little cost. As a food that just needs milk and fat, ice cream is one of the foods proposed by multiple scientific committee members. With the current relatively large supply of milk, its conversion to a new form of dessert will allow the workers to be rewarded and will score a major propaganda win. (20 Resources per dice (0/100))
[]Pisciculture Experiments: Fish farming has always been an attractive concept for cheap bulk meat production. There are, however, constant issues as current feed systems are inadequate, and fish require considerable amounts of water. Still, a new developmental effort for fish farming can yield some results in cheap meat if the proposal turns out to be viable. But, odds are that this experiment will be an expensive waste of resources. (15 Resources per dice (0/50))
Services 4 Dice
[]State Childcare Services: As more and more women are entering the workforce, it has become a critical concern of the state to ensure that their children are cared for. While such an effort will take some resources and only apply to the cities, it will allow for more working-age women to go into the factories to further increase production. The effort will also allow the further removal of religion from society with the proper education of the youth of those taken in by various cults. (10 Resources per dice (139/200))
[]Creation of State Libraries: Through literacy expansion, an enormous need for additional books has been created. Thus, a series of new libraries must be made, with one in every town ensuring that a steady supply of literature and textbooks can be provided to the population. Such an effort would take some time to fully fill with books, but the base buildings for the system of libraries can be constructed at a rapid speed. Such an effort would help many students and workers keep their minds sharp and themselves educated. (5 Party Influence upon completion) (15 Resources per dice (0/200))
[]Technical Colleges: With the current massive pool of workers, and the need to train them properly on a wide variety of small scale repair and machinery tasks, it has become the concern of the Union to expand schooling systems further. Not all students in the Union can manage to qualify for university positions to study the sciences, but knowledge and experience are still needed in the workforce. Thus, a broad system of technical colleges should be established for those graduating from primary schools without qualifying for any other form of higher education. (10 Resources per dice (71/500))
Military 4 Dice
(Authors note: Most military efforts will have quality dice rolled after they are completed, which will affect the quality of the buildup/equipment/information) (ABM points are a thing that most factory actions will cost while you have them, but while you have them, all will be around ¼ cheaper. Currently, you will have 300.)
[]Trial New Close Air Support: In Spain the German Stukas have demonstrated the effectiveness of a plane capable of performing close air-support against a multitude of troops, necessitating some form of domestic design capable of doing the same. While the older features of the Stuka can easily be done away with along with the siren, a simple one engined plane armed with some bombs will go a long way towards alleviating the need of providing cheap ground support. (20 Resources per dice (0/40))
[]Trial New Level Bombers: With the currently demonstrated effectiveness of large payload level bombers flying long distances it would be a good idea to create a program aiming to do just that. A simple twin-engined bomber with a long-range and a reasonable set of defensive guns will be ordered to fill the need of the army. While such a plane will be vulnerable, its long-range should be a good propaganda win. (20 Resources per dice (0/40))
[]Trial New Tank Upgrades: Due to the multitude of engineers attempting to make new tank designs, it would be prudent to formalize their efforts and start creating full-scale prototypes for trials, allowing some new designs to replace the more aging models. While these will likely not be in production for years, the trials will allow feedback from the performance of T28 tanks during the Spanish war to be taken into account for designing a new tank. (20 Resources per dice (0/40))
[]Trial New Sub-Machine Guns: With multiple foreign armies creating new fully automatic pistol-caliber weapons, it would be a shame for the Union to not join in on the trend. The new gun trials will open up for all engineers to design a new gun model suitable to the Union's needs in the reliable Tokarev cartridge. (10 Resources per dice (0/40))
[]Further Perm Plant Expansions: With the current need for more speed and horsepower from the engines of the Union, multiple engineers have come forward with the idea to double up the engines in order to almost double the horsepower. While such a combination will be heavier and far more expensive, it should provide enough power for nearly any heavy single-engine fighter in the future. Such a design is near guaranteed to have teething issues, and may not be usable on the first production model, but may be a massive national asset. (20 Resources per dice (0/50)) (-25 ABM)
[]Berezin Plant: The newly created MG's production is a high priority for the military, with a constant stream needed for vehicles of every type. While this plant will produce enough for most applications, a large number of tanks and planes will need upgrades, creating a spike in need. The planes especially, as the new Messerschmitt type fighter over Spain, has been causing significant issues with its armor and speed. (20 Resources per dice (0/75)) (-25 ABM)
[]Stalino Artillery Plant: With the new models of howitzer that have been developed in the Union, it would be prudent to construct a series of new assembly lines to make more guns and ensure that the troops have a steady supply of new devices. While such a plant would be a major industrial undertaking, it will allow a steady stream of both howitzers, ensuring that in a few years, each infantry corps and army will have its full accompaniment of guns. (25 Resources per dice (0/150)) (-50 ABM)
[]Gorky Artillery Plant: The production of new anti-tank guns and other high-pressure guns necessitates high-quality steel and a large industrial complex. Thus, by creating a new secondary plant to the Gorky Machine-building plant must be constructed to make specialized, high-quality guns. While current production is sufficient for the current army, the planned expansion will require a large scale ramp-up. (25 Resources per dice (0/100)) (-50 ABM)
[]Expansion of the Moscow ZiL Plant: More trucks are always in need and production must be further increased to meet the constant demand for more monetization options. While this plant needs modernizations and expansions, it should provide a good basis for further increasing the new model trucks' production. Production may start slow, but in time the bulk of the logistical forces may be motorized. (25 Resources per dice (0/150)) (-50 ABM)
[]Construction of the GAZ Plant: More factories are needed to create the unrelenting tide of trucks to support any possible mobilization and war effort. At the same time, these new trucks can free up older trucks to use in farming and the civilian economy. Still, more production is greatly needed, thus necessitating the construction of another plant. (25 Resources per dice (0/150)) (-50 ABM)
[]Construct Officer academies (Stage 5): The last stage of the officer academy expansions is a critical step in ensuring that enough officers are made for the massive army. While the bulk of the candidates by necessity will not be from the party or Komsomol, they can still be trained into acceptable officers. This will also create many large scale training fields for the improvement of army doctrine and large scale exercises. These officers will also be trained on the capabilities of the weapons issued to the common conscripts to ensure that they know the capabilities of what they are commanding. (15 Resources per dice (314/400))
Bureaucracy 2 Dice
[]Trial Production Staff: The poor state of military production must have someone be at fault for the disrepair and low standards. While they were likely supplied with poorly made domestic machinery older than a portion of the workers, that is no excuse for the degree of slack exhibited. Thus, with a large trial of the personnel, a considerable amount of progress can be made. (15 Party Support if completed, DC 20)
[]Encourage Further Sales: The further expansion of sales to the Spanish Republic must be pushed to ensure that the Republic can fight on while securing the resources necessary for army modernization. Simultaneously, the effort will only dispose of the oldest equipment, ensuring a reasonable exchange of gold for weapons. Hopefully, if the gold reserves can be transferred in full, both nations can significantly benefit. (DC 50) (Resource Gain)
[]Expand Hiring Massively: With the current crisis with filling spots, especially in the military command, drastic action is needed to fill positions. While these hires will significantly cut down the polytechnic academies' graduating classes, they will allow the department to be expanded past the initial size. Despite their inexperienced, sheer numbers and education should make up the gap. (DC 20) (Recovers lost dice and then some) (-10 Resources per Turn)
Moratorium 4 Hours
