This here is the primary argument for the foreign press. Gorky is the tool we use to build our tools. If we improve it and increase it's qualitative standards,then that means that all future industry will be better.

It'd be nice, sure, but it's not critical imo. How do you think the Americans got their good machines? They made them with shittier older machines, we can do the same in time. And we don't need cutting edge right now, we just need functional, if the choice was over something more exotic than an industrial press then it might be worth it but as-is, with Spain and the Great Purge, the cost isn't worth it for something that's not super rare and critical we can't make ourselves.

Look on the brightside, once the Great Purge hits we can probably scapegoat some of the opposition for being unwilling to field test our equipment and secure a stable ally.

I'm curious how much 500,000,000 dollars is in terms of Resources we could have used too. That's historically about what the Republicans paid to the Soviets.

Or just as likely the NKVD gets a bigger budget for its expanded operations. After all, we are doing such a good job increasing production, surely we can spare some to support the NKVD some more. And if we can not I am sure the NKVD will be happy to investigate why.

Unfortunately, NKVD peeps aren't made on factory floor. Their work requires well-trained and, if at all possible, intelligent people, and we didn't spend last ~6 turns setting up NKVD academies.

And while getting more equipment and cash would be helpful, it wouldn't make up the lack of capable and trustworthy personnel, a good part of which would be departing for Spain in near future. Particularly with smaller NKVD ITTL, as they're not responsible for ULAG there.

The Spanish Republic's war effort's current state is as haphazard as are the political divisions in the newly created government and military. Still, my team and co-workers have so far managed to organize the volunteer brigades and republican military under loyal local generals. With a chain of command and some re-organizations, the army should become an acceptably organized force in the course of a few weeks, even if there is a lack of experienced commanders, necessitating lower level substitutions.

The government has so far aligned well with Soviet interests as they have been directed towards making large-scale purchases of arms as they become available from the Union first. Fortunately, they are also not aware of the exact top of the line and just desire basic equipment. As long as these can be green-lit, a considerable potential for mobilization exists in the state. Such arms will also be purchased with gold, securing a significant economic asset for the Union.

However, the war at the front is going poorly, with many southern regions cut off and in need of aid. There is currently a great need for trained volunteers and pilots at the south front, as the front is in rapid motion in the region. As long as some form of reserves can be sent over, an offensive can be conducted to cut off the bulk of the Fascist forces.

The goal of this final level of expansion would be to create an industrial complex nearly half a million strong focused on the production of steel for the Union, creating a true paragon city for industrialization. []Zlatoust Planned City(Stage 4): While the initial stages of the Zlatoust industrial city have been fully completed, there is still a considerable amount of progress that can be done. With these large industrial expansions, a considerably greater amount of new alloys can be transferred to multiple industries. The most notable of these will be the production and processing of Tungsten, as the metal is critical for a large quantity of industrial machinery, and more is always in need. []Donbas Coal Basin Mine Expansion(Stage 4): The expansion of the basin any further will be an impractical endeavor as the bulk of the easily reachable coal is already underutilization. []Kuznetsk Basin Mine Expansion(Stage 3): Where there is currently no metallurgical need for the additional coal, it will not go amiss. There are many opportunities to use it for both energy and commerce, securing yet more resources for the Union. []Gorky Machine-building Plant(Stage 3): The expansion of the machine-building plant is critical for producing a full domestic series of large industrial machinery. The steel shortage has passed for now, and while there is insufficient domestic steel to maintain the plant's full planned production, minor imports will combine well with it, making the facility one of the largest machine production plants in the world. The plant would mostly use local hydroelectric power along with some of the thermal plants. Still, such an effort will represent a good quantity of additional capacity and is highly recommended. []Power Production Campaigns(Stage 3): Further construction of more power plants is still needed all over the Union, as multiple future projects necessitate more power. At the same time, civilian power consumption is going up continuously as more and more cooking implements are issued out. Still, the heating and cooking effort should as a total save some coal, as the electric systems are far more efficient than their older coal-based alternatives. This stage of the construction of more thermal power plants will also allow the construction of multiple new factories and aluminum working facilities with their new supply of power. []Norilsk Combine: The processing of Nickel and Palladium fulfills a critical domestic need in the case of war with the Capitalists. Large sections of our industrial production require these metals, from catalyzed processes to alloying, necessitating their mining in large quantities. However, the issue is that the deposit is relatively far north, necessitating large quantities of cold weather equipment to work effectively. []Baku Oil Refineries(Stage 3): With the plans to nearly totally utilize the oil deposits in Baku, there also needs to be a plan to refine the massive quantity of oil products. These would further improve the number of oil products available to the Union for larger military projects and secure the position of the Union as the source of Eastern European oil. []Large Scale Synthetic Rubber: Given the great success and progress that has occurred with the initial synthetic rubber experiments, a larger follow-on facility is recommended. While such an effort will take some resources and only apply to the cities, it will allow for more working-age women to go into the factories to further increase production. []Creation of State Libraries: Through literacy expansion, an enormous need for additional books has been created. Thus, a series of new libraries must be made, with one in every town ensuring that a steady supply of literature and textbooks can be provided to the population. []Trial New Sub-Machine Guns: With multiple foreign armies creating new fully automatic pistol-caliber weapons, it would be a shame for the Union to not join in on the trend. The new gun trials will open up for all engineers to design a new gun model suitable to the Union's needs in the reliable Tokarev cartridge. (10 Resources per dice (0/40))

[]Trial New Aircraft Weapons: With the prevalence of the old rifle caliber weapons and the lack of a proper heavier MG, the union desperately needs some new form of gun to use in the air. Thus, the testing and refining of Berezin's currently promising gun should allow the Union to have a new standard gun in the air. As a benefit, the current heavy cartridge shows some viability towards being up-calibered to 20mm. (15 Resources per dice (10/40))

[]Stalino Artillery Plant: With the new models of howitzer that have been developed in the Union, it would be prudent to construct a series of new assembly lines to make more guns and ensure that the troops have a steady supply of new devices. While such a plant would be a major industrial undertaking, it will allow a steady stream of production of both howitzers, ensuring that in a few years, each infantry corps and army will have its full accompaniment of guns. While the bulk of the candidates by necessity will not be from the party or Komsomol, they can still be trained into acceptable officers. This will also create a multitude of large scale training fields for the improvement of army doctrine and large scale exercises. These officers will also be trained on the capabilities of the weapons that are issued to the common conscripts to ensure that they know the capabilities of what they are commanding. The poor state of military production must have someone be at fault for the disrepair and low standards. While they were likely supplied with poorly made domestic machinery older than a portion of the workers, that is no excuse for the degree of slack exhibited. Thus, with a large trial of the personnel, a considerable amount of progress can be made. (15 Party Support if completed, DC 20)

[]Encourage Sales: The expansion of sales to the Spanish Republic must be pushed to ensure that the Republic can fight on while securing the resources necessary for army modernization. Simultaneously, the effort will only dispose of the oldest of equipment, ensuring that there is a good exchange of gold for weapons. Hopefully, if the gold reserves and weapons can be transferred in full, both nations can greatly benefit. (DC 40) (Resource Gain)

[]Expand Hiring: With the projected lack of personnel due to internal political maneuvering, it would be prudent to expand hiring. These new workers will transfer from multiple sources, with large parts of entire university classes transferred to the department. However, such problems can be used as an opportunity, as over-fulfilling the quota of traitors will allow the choice of the more indolent old-guard to be cleared out of their positions and replaced. First step: Get Roads. Like, seriously, we need roads. It's Summer when the Bitumen won't freeze, and it's a multi-stage project, so now's probably the best time there is to put a ton of resources on paving roads. HI meanwhile focuses on finishing Gorky and getting the Norilsk Combine up. Agriculture works on completing Stage 5 of the VCCs. I'd love to get ice cream, but right now we want to keep rolling out the land reform (and PI that comes with it.) Ice Cream can wait a turn.

LCI, we focus on Baku, both because it's cheap, and because it's MFPG progress and MFPG is what the party cares about most when it comes time to see what parts of the 5YP we've actually succeeded in completing. Also, it's PI just before the Great Purge really kicks off.

Military we're spending a couple Free Dice on. Need to finish up Aircraft Weapon trials, and the Truck Plant is actually behind historically, so let's get that out. After that, 4 Dice on Officer Academies because I want to get it done a turn before the actual end of the 5 Year Plan.

And Encourage Sales with 2 Free Dice so we get the Spanish Gold, and Spain gets a ton of weapons to use.

Pulling a free die from roads to put on Encourage Sales is worth it imo, 8 dice is still plenty to blow through the first stage and second if we're lucky or get close if we're not. One die on sales is only a 65% chance to go through and we really want that Spanish gold.

It's Summer when the Bitumen won't freeze, and it's a multi-stage project, so now's probably the best time there is to put a ton of resources on paving roads. HI meanwhile focuses on finishing Gorky and getting the Norilsk Combine up. Agriculture works on completing Stage 5 of the VCCs.

LCI, we focus on Baku, both because it's cheap, and because it's MFPG progress and MFPG is what the party cares about most when it comes time to see what parts of the 5YP we've actually succeeded in completing. Also, it's PI just before the Great Purge really kicks off.

Military we're spending a couple Free Dice on. Need to finish up Aircraft Weapon trials, and the Truck Plant is actually behind historically, so let's get that out. After that, 4 Dice on Officer Academies because I want to get it done a turn before the actual end of the 5 Year Plan.

Wondering whether or not to put one additional Free Die on Encouraging Sales, but that would mean taking away from either roads or Officer Academies. And I want to try and push Officer Academies through to full completion next turn, before we're on the last turn of the 5YP. You know, just in case of bad rolls.

Can Leningrad Locomotive Plan wait? These dice can be thrown at officer academies, freeing up free dice for things like bureaucracy (and we probably do want to encourage sales harder), while ~30 resources saved from just forgoing it in favor of academies would allow us to get the last LCI dice on, for example, Sulfur production - meaning a bit less work in the future.

Also, do we absolutely have to sign kill lists, or we can survive without it?

No, it can't. We're already behind historically when it comes to trucks as per Word of GM. We can't afford to get further behind there.
 
Sulfuric Acid plants are kinda very much needed considering all the stuff that we need to do. It might be a good idea to focus on them this turn and than go for radio next.

If Sergo was still kicking I'd say yeah fuck it let's go storm into Koba's office and berate him until he leaves our department alone, but we are not Sergo and we are not on that level of friendship with Stalin. Sign the list, take the lowest severity, and just keep everyone's head down so we don't get asked to sign another one later. Not signing this and not being Sergo will just make everything a lot harder in another turn or two.
