You know what? I think the suboptimal gameplay effects of Focus on Education are intentional, it's not supposed to be politically expedient or useful to semi-secularize the Pioneers it's supposed to be a moral choice. Are you willing to go against the Party to make a better future for the Union's youth even decades after you're dust, or will you bow to the office politics of the moment?
In fairness, the voter base have already chosen to go against the party line three times in a row: Going against collectivization, arguing that peasants are proletariat, and taking over the GULAG system.

Meh. We knew going in that we were picking a GosPlan that would require a touch of number fixing. If we actually fully achieved the goals of this Plan, that should be considered a minor miracle. Hell, if we achieve three of four and only have to fudge the numbers on MFPG, I'd call that a roaring success.

And look on the bright side. At least we didn't go for the historical plan which focused less on capital goods and more on MFPG. Then we'd be even further behind.

Yes and make the higher up in the Union for the next generation not power Hungary and fearful of change like they did in the coup that coup have ended the Soviet Union in a Civil war yes the True Reason the Soviet Union truly fell and had to was because when the president of Soviet Union was back in power he saw and knew the people had enough not even compromises could change anything they were very near Civil war so let's hope to change that

After the degree of effort that arguing for the ULAG system's transfer was, it would only be proper to visit and see what it was doing. During this visit, you board a train to Siberia to see precisely what you just argued for. When you first get off the locomotive with a few other party officials and a band of guards, what you see at first has you immensely disappointed in the quality of assets. The prisoners run multiple camps through networks of corruption, and the bulk of them are hungry, indicating some bureaucrat has been selling the food supply on the side. Is our rail capacity still low enough that Port Buildup is a bad idea? We're up to "slight shortage" now.

Ok so we're spending all our money on Magnitogorsk and Zlatoust, right? That takes care of steel, and electrification.... well, the coal power plants are just too damn expensive, but I think we can make a decent showing in the Infrastructure section by focusing on transmission infrastructure and the Neva River Systems to get more hydro power on the grid.
 
Not just steel and coal are needed. Remember that other metallurgical goods are useful, and we can in fact get the Germans hooked on our supply there :V. For instance, tungsten and vanadium out of Zlatoust and the Dnipropetrovsk metallurgical complex. Rarer, and more importantly a near-monopoly by the British and Americans with the USSR sitting much, much closer than the British Colonial or American mines.
Possibly far better, and anyways needed for high-grade steel.

@Blackstar do we know how many stages the Magnitogorsk and Zlatoust projects are planned as? Basically will they be in full operation at the end of Stage 2 or is there a Stage 3 looming past that?

That incredibly vague and entirely subject to change plan leaves 1 free die and one bureaucracy die unused and uses 25 too many resources.

I think we're pretty good on food for now, so we could drop my wish for central mechanism storages and save 30 R, maybe leave polytechnics stage 2 be for now and save 10 R, maybe leave Baku be as well and save 20 R, which would give 35 R to spare and allow the last free die to be spent on a heavy industry project.

Part of me wants to complain that we should have started on the planned cities earlier, but there were so many urgent things earlier TOO, so.
