Attempting to Fulfill the Plan MNKh Edition

[X]Plan Slow Your Roll, Koba

Ahm. Do we even want to bring the ULAG under us?

Depending on how everything shakes out, maybe next turn? The extra resources would be a godsend of course, and theoretically we could try to run it more humanely than the NKVD? If somebody is going to be running a vast forced labor system it might as well be us. I'm not super motivated to go after it if the costs look too high, though.

I'm having a hard time figuring out how we're doing, are we on track to meet our targets? Have we picked up some extras not specified in the plan?

Also, how does credit work for a possible German communist revolution? Did the NKVD (or some other organization) request resources to fund their activities such that it's an NKVD operation, or is it our operation? Do we even have the authority for that kind of operation, or is the concept of authority for this kind of thing murky?
Anyways, love the quest it's incredible.

I'm in favor of the work camps doing actual work rather than the punishment death camps that the Cheka ran. Can we afford the Party Influence though?

This turn at least we cannot afford both Harsh Land Reform and the GULAG, it's one or the other. If we manage to get some Party Influence boosters finished this turn and next, though, we may be able to afford it next turn if the cost doesn't go up too much (putting us right back in the danger zone we just crawled out of but c'est la guerre).

[X] Plan you require more vespene gas but harsh land reform
-[X]Buildup of Rail Stock(Coal): (10 Resources per dice (0/200))

--[X] 2 Agriculture dice
-[X]Harsh Land Reform: (0/50), Mini-vote creating the new party line, stops collectivization)
--[X] 1 Agriculture dice
-[X]Creation of the State Hospital System(Stage 1): (10 Resources per dice (43/100))
--[X] 1 Service die

--[X] 1 Service die
-[X]Expansion of Pioneer Programs: (10 Party Influence upon completion, 5 Resources per dice (0/100))
--[X] 2 Service die
-[X]Additional State Funding:
--[X] 2 Bureaucracy die + 2 Free die

255 resources used
hopefully 20 pi to counter the -30

Actually lets use our characters traits to change the collectivization policies.

We should also look toward working on consumer goods, that's where we are doing worst at currently. It will also improve the lot of the proletariat.

@Blackstar how are we doing in terms of our 5 Year Plan goals?
are we meeting our deadlines?

Blackstar
You are in capital goods
And some of the heavy industrial targets
And technicly the food target
But otherwise no
Our 5 Year Plan goals are:

150% Increases in MFPG
175% Increases in Capital Goods
120% Increases in Consumer Goods
stabilization of the food situation

We have the fuel and the power but not the steel.
We have achieved 175% increase in Capital Goods production.
We have not increased Consumer Goods production at all.
We have the food in absolute amounts but not in distribution.

Conclusion:
We need Steel and Trains ASAP.
We need Textiles and maybe Books.
We should complete the Riverine Fleets too.

We have two years to complete this.

Maybe we want to do Pharmaceutical Plants? some of its benefits seem time sensitive, though it's admittedly quite expensive.

I considered putting it in as part of my conditional orders, but it's just too expensive at the moment in both resources and Party Influence on a turn where we're spending a whole lot of the latter. Next turn if it's still available I think it could be a good investment, a recurring source of hard currency sounds like a great deal for just -5 PI when we're not cutting our PI so close to the wire.

Big news from Discord:

(-30 Party Influence upon completion, 5 Resources per dice (0/50), Mini-vote creating the new party line, stops collectivization)

wait
does the Mini-vote also bleed Party Influence?
that'd change things a lot

Blackstar
Yep
The mini vote can
Feel free to re-post that to thread

Like, taking actions to keep it around 50 is the "safe"

Like, spending it like that is a risk
We need to make sure we have a good amount of Party Influence to burn before we stop collectivization. Keeping it around 50 is safe. The current leading plan is suicidal.

I got the sense that there's a critical mass of voters inherently morally opposed to the Dekulakization option, even if it's what I personally would prefer for exactly that reason. If people think they would actually be willing to vote for the middle road instead of fighting Stalin I would gladly swap out the land reform strategy. Thoughts everyone?

I'll support you. Shoot some scapegoats too while you're at it.

I don't like any of these plans - slow your roll's die allocation I like better, but I don't think we can afford spending down that much favor.

Again, you can fully manage everything with good commitments to the party support options, assuming you want to take land reform. But of course, that limits you in other ways.

I initially wanted to go for dekulakization to avoid destroying our party support, I suppose I should probably propose and vote my conscience anyways. The land reform was a sop to thread politics but eh I genuinely think this is the better course of action, if you really truly can't stomach the middle road of dekulakization then feel free to vote for the original Slow Your Roll or make your own plan.

[X] Plan Debate Club
[Overall Goal: Have enough Party support to cold stop collectivization and be ready for the mini-turn while still making progress in the Great plan]

Free Dice 4 Dice
Infrastructure 4 Dice
-[X]Buildup of Rail Stock(Coal) [Rationale: We need trains for logistics and connecting the soviet union.]
--3 Dice (30 Resources)
-[X]Buildup of the Riverine Fleet [Rationale: We are very close to completing this, and is cheap. Should do.]
--1 Dice (10 Resources)
Heavy Industry 5 Dice
-[X]Locomotive Plants [Rationale: We need trains for logistics and connecting the soviet union.]
--1 Dice (10 Resources)
-[X]Stalingrad Tractor Plant [Rationale: This gives us concrete goods we are producing to get more resources to build more things ]
--3 Dice (60 Resources)
-[X]Khazak Phosphate Mine Expansion [Rationale: We are close to finishing, we need the resources.]
--1 Dice (10 Resources)
Light and Chemical Industry 5 Dice
-[X]Baku Oil Extraction(Stage 2) [Rationale: Cheaper than Refining in resource cost, gives party support down the line for when we need it. DO not expect competition this turn, still need.]
--2 Dice (20 Resources)
-[X]Kazak Textile Mills [Rationale: Increases resources available for future plans, does good.]
--2 Dice (10 Resources)
-[X]Book Printing Plants [Rationale: Literacy is important, cheap enough, will help down the line with training up people for jobs we need to be done.]
--1 Dice (10 Resources)
Agriculture (4 Dice)
-[X]Education for the Farmers(Political) [Rationale: Party Support is Crucial right now, and this gives us a decent chance to get it out right now.]
--2 Dice (10 Resources)
-[X]Harsh Land Reform [Rationale: DEATH TO COLLECTIVIZATION]
--2 Dice, 1 Free Dice (15 Resources)
Services (4 Dice)
-[X]Expansion of Pioneer Programs [Rationale: Party Support is Crucial right now.]
--2 Dice (10 Resources)
-[X]Start Glorification of Overachieving Workers [Rationale: Party Support is Crucial right now.]
--2 Dice (10 Resources)
Bureaucracy (2 Dice)
-[X]Additional State Funding [Rationale: We need more monies.]
--1 Dice, 2 Free Dice
-[X]Find a Scapegoat for Poor Riverboats: [Rationale: Party Support is Crucial right now. Also Free.]
--1 Dice. 1 Free Dice

Overall, TL;DR: Focuses on getting Party Support forgetting Stalin to listen to us, securing short term investments to increase resource production for future investments, and keeps working towards trains.

Additionally, if this plan works, will have at most 39 Party Support to burn in the mini-turn. We can survive some of these options failing, so there is wiggle room.
