Yes but my real concern with the project is how will it effect the catfish population.
Even odds on if it kills them or if the catfish spread and takeover the arctic tbh, just like everything else with the project

Edit: very funny to me that the irl concencus about the river reversals are "it'll either start a new ice age or turbocharge global warming and we have no idea which"

I'm thinking a canal from the Baltic Sea to the Black Sea that our navy can travel through, and redoing the palace of Soviets idea

Edit: once detente happens we can also make a bridge to Alaska, and maybe we could build an inland sea somewhere

Am pretty sure our Navy can actually do that with subs on barges technically, Balakirev apparently is politically ambitious. Palace of the Soviets, probably not, ugly archology to further destroy the Moscow cityscape? Yes. Bridge to Alaska is not too likely woth current tensions, but damming off Penzhin Bay is technically possible. Kinda awkwardly placed though to fully utilize its power optimally.
 
The application of river reversal will be one of the largest geo engineering cases to date, to not prepare to gather data on it for future reference is a crime against science and we must take action now to prepare for it.

This is why we need a large scale mobile climate monitoring boat modeled after current military designs in the aral sea. This massive ship capable of launching scientific aircraft is a benefit to all of weather science and climatology and definitely not the MNKHs own private aircraft carrier
 
By popular demand, made a variant of my plan that drops the focus on plastics in favor of doing the Euro adoption reform. I think pushing for the Euro is a good way to signal to Semyonov that while we aren't necessarily willing to directly be subordinate, we can still work with him. If it goes badly, we have Podgorny to give us some cover, and if that goes badly we are kinda screwed anyway lol, so might as well just do it.
 
I do have several concerns about Nerd Power. Leaving politics aside - I think it's very important for Bala to establish himself this turn, because it's only going to get more difficult afterwards - some of the main actions bother me too.

1) There is a small risk of ending up over 41 oil even before accounting for the fact that we're in the oil shock risk zone. If Volga-Ural is not completed but Transportation Enterprises and Plastics are, we're right at 41 petrofuels. Even without that, I'd kind of prefer an assured bigger buffer in case the oil shock does hit this turn, rather than risking it with a 15% chance. In contrast, my plan ensures two stages of oil, with a small probability of three, enough to address even a possible oil shock. One solution here is shifting a die and a focus from Volga-Ural to West Siberia.
2) I very much dislike giving up on the service goal. Even if we don't achieve it, there are degrees of failure - if we're only slightly behind the goal, we'll have an easier time excusing ourselves. Given the uncertain political position Bala is in, I think that easier time is pretty valuable.
3) I am kind of stealing an argument from Cryo, but as I mentioned, my plan does keep Petrochemicals within the 21-40 bracket, preserving the economic growth, all while not endangering General Labor.
4) I am not the biggest fan of low spending in infrastructure. 3 dice still practically ensure one stage of the meat program is done, maybe consider shifting a die from there to airports or roads?

That 85% chance of Kiev is very nice, though. A strong argument for it, I won't lie.
 
I still think reaching out to Podgorny is a bad idea, he may have moderated but he's still the manager's candidate, and if the managers are able to win once they'll be able to solidify their power for future struggles and become nearly impossible to dislodge

Nah, that's Gulyam. And well, the managers are already impossible to dislodge from our position. They are essentially the main cadres the Minister can raise, and we have significant incentives to play nice with them no matter what. The only people who want to do away with them are Dzhussoev and Ashimov. We can discipline them for sure, Klimenko did it after all, especially if they are causing trouble for us, but no MNKh Minister with any sort of political ambition is going to work to erase their role or totally undermine/antagonize them. They're the backbone of the conventional planning system.

I'm not a fan of any of the current plans. While going for the Academic Network is undoubtedly ambitious, I think that 3 dice on Atomash is something that basically every plan should have. We must complete the project by the end of next turn if we want the 3x nuclear autodice next plan. Completion most likely requires 4 dice but has a 43% chance of needing only 3 and a 9% chance of needing 5+. Spending only 2 dice now means that we're almost certainly going to need 2 more dice next turn to be safe; whereas spending 3 now gives us a reasonably high chance of finishing the project now.

I've switched the Telescopes for Intercosmos and my Seymonov action with Podgorny.
