I doubt we'll be able to get the poles on our side anytime soon, but maybe we can apply a bit of pressure on romania. at the very least getting rid of that bit of frontage would make things a lot easier come 41.

Back on topic...that scout tank is...well I've been assuming we were probably rolling a raw d100 and that the lower then average rolls were just due to poor luck. Seems we're working at a decent disadvantage. Makes sense given that it's functionally pre-war theorizing and relatively new designs with the principles untested. Just, ouch.

At the very least it seems we have most of the basics in production so it shouldn't be too disastrous when war comes. We mostly just have to buy time until our industry and manpower comes online after all. Gonna bury them in bodies~ (or maybe not? I don't actually know how the historical USSR actually measured up on that front)

I wonder if we can claim prescience and pre-emptively liberate Poland from their German Occupation? Certainly we could teach them about proper socialism rather then the fucking Nazi's being Nazi fucks. Like, I know better then to think we'll be good and humane but at least it wouldn't be the actual Nazi's.

If we complete a trial roll with between ~35 and 79 final result we roll a flat d100. If we roll 80 or more, we roll a d100+10. If we roll below ~35, we rush the trial and roll d100 minus some number depending on how bad the rushing is.
 
I say we start stamping out smgs as soon as possible and forget the light tanks. Start working on artillery and aircraft. Better infantry kit for harsh weather would be good.

Btw, what is the situation in the far east in Mongolia and Manchuria?

The goal of this final level of expansion would be to create an industrial complex nearly half a million strong focused on the production of steel for the Union, creating a true paragon city for industrialization. With these large industrial expansions, a considerably more significant amount of new alloys can be transferred to multiple industries. The most notable of these will be the production and processing of Tungsten, as the metal is critical for a large quantity of industrial machinery, and more is always in need. []Stoylenskoye Planned City(Stage 1): The infrastructure base's construction to tap a new large deposit of iron for its production to steel is a critical step in further expanding Steel production in the Union. The deposits in the Kursk region are the highest in any place outside of Magnitogorsk. They are also fairly easily accessible, making the site a perfect one to construct a planned city. While the city itself will also be focused on Steel production, many of the early lessons learned during the construction of Magnitogorsk will be taken into account to optimize higher-quality steel production. []Donbas Coal Basin Mine Expansion(Stage 4): The expansion of the basin any further will be an impractical endeavor as the bulk of the easily reachable coal is already under utilization. Still, further efforts can be invested to produce more coal yet from the region. However, such material will be far harder to ship to the Urals, where the bulk of the coal use occurs. []Kuznetsk Basin Mine Expansion(Stage 4): With the current mining expansion stage, a further ramp-up of open-pit mines is necessary to increase significantly the amount of coal pulled from the earth. While such an expansion will only take a bit more labor, it will substantially increase diesel use in the coal mines due to heavy transportation and mining equipment. While this will make many construction efforts more expensive, it will considerably speed up constructive effort all over the Union and free up a considerable amount of manpower. []Power Production Campaigns(Stage 4): The next step is constructing yet more thermal power stations to power the Union. This stage of the effort will build a truly massive number of electric stations and use a similarly enormous quantity of coal. This stage of the program will also ensure that most towns and segments of the grid have a similar redundancy level, hopefully relegating full blackouts to the past. (20 Resources per dice (52/500))

[]Large Scale Synthetic Rubber: Given the great success and progress that has occurred with the initial synthetic rubber experiments, a larger follow-on facility is recommended. While this plant will not substitute the entirety of the Union's rubber use, it will considerably reduce the dependence on foreign imports. This plant will use a considerable amount of feedstock, but that is unavoidable when ensuring independence from the vulnerable rubber trade. []Expanded Radio Plants Further: Given the significant coordination issues of military units in Spain, further radio production is needed. Over time, these towns may shift over into far larger installations, but this step has allowed a clean break with old peasants. []Banana Farming Cooperatives: With the banana tree's caloric yields and the multitude of good climatic zones for its cultivation, it would be prudent to start new large cooperatives growing it. While these installations will provide a good amount of fruit for the Union, the bulk of the product will be treated as a luxury good and supplied as a bonus for well-performing workers. Simultaneously, the plant's sweet flavor can be used in other ways as a viable addition to flavor dishes. (15 Resources per dice (0/150))

[]Fruit Tree Cultivation: Many fruiting trees can be grown in regions where conventional agricultural practices have proven to have poor results. []Expand Medical Schooling: Medical schools have always provided a hard limit on the number of new experienced doctors and nurses available. While the current system produces a steady stream of graduates, large parts of the medical force are retiring. As it would be a shame to lose their experience and expertise, a further large series of medical schools can be constructed to ensure that the pipeline of doctors continues to remain strong. []Pharmacy Systems: With the newly available amount of medications that need to be distributed to workers all over the Union, the creation of a separate pharmacy system can enable far easier access. []Nursing Academies: With the current need for nurses all over the Union and in the army, a new cadre of Nurses needs to be trained far faster to allow for them to fill the roles needed. The majority of these nurses will likely need multiple years to gain experience in the field under more senior practitioners, but they should provide decent care for most. []Trial New Long-Range Guns: Given the age of the old extreme range artillery pieces, the time has come to make a new heavy long-range gun. Such a weapon will need dedicated artillery tractors and fire at a glacial pace, but its range should allow for the neutralization of enemy batteries with ease. Still, shells will be heavy, and guns will be costly, but hopefully, each army will soon have dedicated assets to suppress possible enemy long-range guns. (25 Resources per dice (0/40))

[]Trial New Light AA Guns: With the new air-support aircraft coming into service, the old light machine gun anti-aircraft mounts have been proven to be insufficient. Instead, new heavier mountings are needed in larger calibers. While these guns will be a new entry to the forces, their introduction should greatly help defend against enemy air-support assets. It may also provide some more broadly applicable autocannon designs. (15 Resources per dice (0/40))

[]Trial New AT Guns: With the constant declarations of the capabilities of the German heavy tank that is constantly parading down the streets, it would be prudent to further improve anti-tank capabilities. While such a gun may be considerably heavier and more expensive than the old 45mm gun, it should allow a reasonable degree of improvement in penetration. Simultaneously, the gun may be viable for future armored applications, allowing an expansion of capability. (15 Resources per dice (0/40))

[]New Moscow Aviation Plant: With the new I-180 aircraft set to enter service, and the technical testing of the design proving it as sound, full production should rapidly start. While it would be relatively simple to convert the old plants making the I-16 to new standards, a new plant's construction will allow a new and dedicated factory to be made. Such a plant will also allow a dedicated manufacturing plant to be assigned to the Polycarpov OKB. With such a plant, future designs will be considerably improved (30 Resources per Dice 0/150)

[]Modernizations of the Gorky and Moscow Plants: A simple update to the plants currently producing the I-16 will allow the new fighter's rapid production. These conversions will not create dedicated plants for more advanced development but will enable mass production of new airframes towards the field, providing a considerable jump forward in capability. []Moscow Tank Plant: The new scouting tank's production is a relatively cheap endeavor as the chassis is light and small. While the tank itself is just an over-glorified armored car, it does maneuver well and has adequate armament for dealing with other light tanks. The tank's size and the new methods needed to make such a large turret have necessitated whole new factory lines to be constructed to produce it quickly and efficiently. While the supply of 76mm guns lasts, the production will be a good amount cheaper, as there is an enormous surplus of cheap guns. This new plant will also be able to more easily link into the Western networks and have more experienced staff as multiple local metal casting plants can be tapped for workers. The poor state of military production must have someone be at fault for the disrepair and low standards. While they were likely supplied with poorly made domestic machinery older than a portion of the workers, that is no excuse for the degree of slack exhibited. Thus, with a large trial of the personnel, a considerable amount of progress can be made. (15 Party Support if completed, DC 20)

[]Introduce Statistical Planning: The massive policy change that Bazarov has been advocating for all of this time. With the use of statistics and means in planning, a fair amount more progress could be made. While cooking the books will become far harder, this should allow for greater coordination and action through the plan, at the minor cost of necessitating an education to really get into planning aspects. []Back Beria: Despite the use of previous connections to secure a considerable amount of advantages, it is now time to abandon Yezhov. His faction is now falling apart, with many personnel associated with him disappearing into the state apparatus. Thus, to ferment loyalty to the party, Beria's new rising star needs to be backed in politburo meetings to ensure that the previous association with Yezhov does not cause issues. Infrastructure, do Angara River since it's summer. Heavy Industry overkills on grabbing MegaMag for its Steel and not disappointing Stalin, and goes for Kuznetsk for its Coal. And also because Kuznetsk is more likely to finish on 6 Dice than Zlatoust, which is next in line for our Heavy Industry focus.

LCI, get High Octane Fuel, and Bakelite turns out to be fairly affordable with 25 Resources per die, and it'll also reduce the costs of the Radio Plant Expansion by a bit. Should have gone for it earlier TBH, but eh, should have, could have, didn't, so time to make up for that now.

Agriculture, finish up NSTs, then continue work on the Factory Farms. Services moves onto Medical Schooling so we can get More Doctors.

In Military meanwhile, it's finishing up the Trials we didn't do last turn, and then getting as many Production Plants as we can to rev up the military buildup. To elaborate, if the buildup proceeds fast enough to get a sizeable army out, Stalin will feel confident enough that when the Molotov-Ribbentrop Pact (or whatever its equivalent is) gets signed, he won't go for a non-aggression/military section, since he feels he'll be ready to punch Germany in the back once they stonewall against France.

Yeah, the Fall of France will be an interesting surprise. But the big part of this is that Stalin will now be expecting a German Sudden But Inevitable Betrayal and the Red Army will be on alert for a German invasion. This means they won't be as caught by surprise, which in turn means the start of Operation Barbarossa won't be as damaging.

Note that due to resource and dice shortage, the KV Plant at Chelyabinsk is only going to have 3 Dice on it, which does risk it either not completing or being Rushed, but the KVs are good enough that we want to get them out quickly, both for Early Barbarossa and possibly Khalkhin Gol if we're lucky. Alternatively, they could be put towards the New Moscow Aviation Plant for additional aircraft.

And of course, we're probably dropping Statistical Planning again to not get Purged by Beria.

This alternate plan does away with the KV Plant entirely, meaning we don't get any until 1939 at earliest. Instead, the Free Dice go to getting both Statistical Planning and Backing Beria to avoid Purge. As well as grabbing High Octane Fuel Experiments and another bit of Coal Mining.

NOTE: I haven't quite run the numbers, so doing both Statistical Planning and Backing Beria might not be safe. I think we'll only break even if all the PI-raising Projects succeed.

A slightly-radical idea that I would like to propose to everyone — because right now the Discord channel is being used on the matters of Beria, probability, and related madness thereof — is that we can and probably should deprioritize the Service action to the last rungs. The Union survived with worse education and medical facilities in OTL, we should stockpile the resources where we can in order to prepare for massive splurges. It's not as if they counted towards progress of the Plan anyway. Notably, this saves around 40+ Resources/turn which can be used for other more exorbitant things like the Rubber Plants and the Bakelite dealio. After all, we have a war soon, a deprioritization on future programs, now that we have finished ensuring that there is a way beyond the apprenticeship system is perfectly something reasonable to do.

Since we've completely converted our rail infrastructure over coal locomotives are now near useless to us, because we can't refuel them mid-route.
 
Okay, this is really just me reposting the above plan, but I'm coming back to this for one reason. I think it's too risky on PI to do both Statistical Planning and Back Beria on the same turn. Assuming nothing goes wrong with Backing Beria, that's still a big -20 PI Hit. Add to that the regular -5, and we only so much as break even if every PI granting option succeeds.

I think we want at least a bit of breathing room. As much as it is absolutely agonizing to pass up Statistical Planning again.

So, the question once again becomes what do I do with the Chelyabinsk Tank Plant dice? Keep them at 3? Take away from a Trial and Services to get a 4th? Move from Chelyabinsk to New Moscow Aviation Plant? Take the Free Dice somewhere else (very unconvinced about this one, since we're in the "buildup military to convince Stalin he can take the Germans and doesn't need the M-R Pact" phase.)


EDIT: And now I'm wondering whether to lean back on the other plan for both Statistics and Beria anyway. Great.

High-octane fuel is actually kind of insanely important, because that's what you use for quality avgas. And if we can avoid giving lead poisoning to multiple generations of children, all the better.

Also I would say four or maybe five dice on finishing MegaMag, then split the rest of the HI dice between Kuznetsk and Zlatoust. We need tungsten for all sorts of things, particularly AP rounds and armor plating, and we've had to let Zlatoust sit for years while we poured dice into MegaMag.

For tanks, Chelyabinsk is preferable. Both to continue dispersing industry well beyond fascist reach and because cheaper tanks means more of them.

We do want light AA too. And giving Polikarpov that factory, not least because it lets us save retooling the other factories for other non-Polikarpov aircraft. Like transports, for example, which we really want for things like paratroopers, mid-air refueling, and connecting the various bits of the Soviet Union that are otherwise totally isolated outside the short portions of the year where the local roads are usable.
