Well for one thing:

Those two would be as bad as Aemond, not Aegon.

Because they never really had any power.

The Two Betrayers were.....something. They were pretty bad. Though I get the feeling they didn't start out wanting crowns. They were pretty lowborn so they might of expected a decent Lordship. Then there is the event I think made them want more. Daemon offering advice to Rhaenyra about making them great lords by taking away the Baratheons and Lannisters seats but not from Corlys I think? Probably heard about it and add in Green agents whispering in their ear? Got the Two Betrayers.

As for Aemond? Alicent whispering in his ear since he was born, Viserys weirdly not treating him good, Strong bastards taking his eye and them not being punished for it? Yeah didn't look good for Aemond. Wasn't acceptable but can kinda see how he became the way he did.
