Surprisingly, no, the Ghiscari are not working for the detritus floating up from the Abyss. It's these border provincials who sought protection from the Demons, from harpies, and anyone else who might bother them (sea dragons).
They're not really much more dangerous in this state. They signed a contract, which devils can do independent on anything else, so long as it doesn't breach the terms of any preexisting one (such as the Pact Primeval, or derivative terms of service to the Dukes).
They swore fealty to us by the terms of the contract, and their pride will make sure they follow those terms to the letter. So long as we're mindful of their preferences, they won't stretch the spirit of it either.
We are going to break the connection though, later in the month. We needed something to keep them busy though, since restless devils are more dangerous than not.

They could enjoy a timeless existence in a bottle for a bit, if boredom was an issue. As I see it, the danger comes form the same problem Azema had - no matter what she does, she was cursed to see suffering come from her choices due to her connection to the pit. That kinda thing. Also I didn't want a Devil, active connection, taking actions on our behalf before they broke themselves free from hell (with our help). Wish I hadn't missed that.

This is a conflict between sensible choices and good storytelling. Since we wanted to run the ritual when possible to do so, and it would be IC for everyone to want to free them as quickly as possible from their connection to hell... But since we all want to see the interlude, would you mind waving any consequences for their continued connection between "hypothetical ritual date if we did it background" and "date we actually do it"?
Neat, level 9 of Twilight Hunter gets him the final version of Darkstalker which ends up as a +8 circumstance bonus to Hide and Move Silently, and upgrades the extra damage from his Sneak Attack to +5d6.
