Which brings us to the thorny matter of moonsong... namely, the fact that if we dont secure her loyalty permanently somehow, and soon, she'll quickly grow out of our price range. By the time we take Westeros she'll cost one of those flying aircraft carriers we wanted to build a while back... for a few years of service before we have to bribe her again.

Didn't we secure her service for 5 years by letting her captain the Hunter's Moon? That was less than a year ago.

By the time her service is done, we'll have a flying ship she can captain if we feel like retaining her services.

There are ways to be in multiple places at once. Namely divine ranks but still.

Part of me worries that if one hits Divine rank 0, worship starts to gather and push one further towards rank one in an inexorable manner. I have no evidence for this except... Why did the Valerian gods go full god instead of staying at 0?

It concerns me, and we should ask an ascended being why they didn't stop at the sweet spot of 0 when we get the opportunity.

Edit: #NeverGoFullGod

@Azel, I still think it's prudent to set free party members on clearing catacombs now. The sooner we start, the sooner we finish and have one less problem to worry about in the mess that Tyrosh is.

That said...
Well, I'm starting to lean towards tarrangar's point of view on these guys.
MAIM KILL BURN MAIM KILL BURN
Ahem.

Just create Darkenbeasts and have them sweep the catacombs, they are combat effective, disposable and don't cost anything but spellslots and some mundane animals.

[x] Murder is murder, rape is rape, torture is torture. We don't distinguish between the status of the victims. If they did it they suffer the same sentence as would those who did the same crime upon free citizens of independent means. Hang 'em.

We can always let her go if she asks for too much :). There is a limit to her utility.

Edit: @Deliste costs 200 gold (D&D gold) per casting

[X] Plan Reckoning
-[X] All of the above approach to slavers, meant to destroy anyone who made it a large part of their living:
--[X] Enforce Tyrosh's very sparse and effectively unenforced pre-existing laws on the treatment of slaves (Ex: it was illegal to make a slave kill his or her own children unless in direct defense of the master)
--[X] Strong punishments for exceptional cruelty (Ex: trying out torture implements as a public spectacle)
--[X] More moderate punishments for ordinary cruelty (Ex: corporal punishment, separating families, substandard living conditions,...)
--[X] Enforce Tyrosh's pre-existing laws for the treatment of free men as if they applied to slaves, at least in cases of crimes like murder, rape, torture and others of similar severity.
--[X] Slavers are forever disqualified from jobs, positions and honors "requiring good moral character", with the ability to seek appeal in a lengthy, humiliating, costly and very public process.
--[X] Mandatory public apologies to any former slaves who wish to be present for them. Those who refuse or "appear insufficiently sincere" are forced to leave the city with no more possessions or wealth than they can personally carry.
--[X] Those running afoul of all but the most severe of these laws have the option to be sent to the Wall, where they will no doubt appreciate the refreshing climate, fine living conditions and rewarding work surrounded by exotic Westerosi barbarians who do not speak their language.
--[X] If any opposition to your rule can be identified until then, try to get rid of the more troublesome elements while the hangman is already busy.
-[X] Tell Saan and Moonsong, who will get to command half of the royal fleet for this month, that you want both the remaining Tyroshi vessels captured and some raids on Westerosi shipping. How they divide these tasks between each other or if they make a sport of it is not your concern.
-[X] The remainder of the royal fleet will enforce the Stepstones Toll as planned.

Edited to incorporate aspects of Azel's plan.

So...
What other actions we're doing next month, what with not really being able to go for a _big_ adventure?
I'm just listing not to forget about this stuff when the turn vote comes :/

[] Flying around Stepstones, Commune_with_Nature-ing every deposit of ore and point of interest there is.
[] 5-7 days in Braavos for a wast breadth of minor (and not so much) actions.
[] Dragonstone to get Rhaella's bones and maybe pseudodragons/dragon eggs.
[] Preparing for Sothoryos.
[] Summoning Daemons whose names we know and sacrificing them. Top priority is those who escaped us at Tyrosh.
[] Asking Tritons to map out any and all sunken ships in our waters, give them a few dozen/hundred stones with arcane marks.
[] Awakening some more mages, this time - with further bonus by Old Gods halping through Philosopher's Tree. Also asking how to revive Petrified weirwood.
[] Clearing out the rest of Tyrosh catacombs, shaking down Magisters, galling in organising Inuisition, all that situational stuff.

Arrogance and a Bigger is Better attitude.

Look at how careful coaching was required to get the majority of the thread on board with Semi-Divinity instead of full blown Godhood.

Stopping before you're bound by your nature isn't the obvious choice, it's not even obvious as a concept.

Now how likely were Valyrians to both recognise this and be the type of person to reach that level and convince your peers of such while following the plan and not one of them deciding they'll just go for full power and take over. Scorpion, Frog, etc.

I worry that in five years time her fame will require something altogether grander than even that. We'll refuse and she'll go, probably taking the Silver Corsairs with her and whatever else we've invested in her.

It depends on happy you are with your inner nature, the type of cult you have shaped for yourself, and how much power you want. Divine Rank 0 comes with a lot of perks, but none of the Salient Powers which make deities ridiculously strong.

We might need to shape the Imperial Cult to worship us so that one day, if there is an existential crisis which we cannot otherwise overcome, it will be easy to make the transition from Draconic Demigod to full on Dragon God.

Mortals enjoy quite a bit of protection from direct deific interference, but demigods have crossed that line and are generally fair game for other gods. The transition from demigod to true god might not be so much a choice of convenience and philosophy, but a matter of survival.

I hope it's that easy, I hope that one can just stop. I will not assume that one just can stop, but we will hopefully have opportunities to learn more well beforehand. Otherwise we'll have to go to plan b, and it's... Not great. And expensive.

Anyway. We should:

[] ask Lelia if she wants to see the man who hurt her killed. We can hunt him quite easily with the wayfinder and greater teleport. Or an inbued scry if she prefers.

She can have the ship and the crew. The adventureres we can probably diplomace away from her, and those are the only thing that matter imo. And 5 years is ages. And I thought she offered seven for the Hunter's moon, not 6?

Alright people. I've used the fell arts of math to refine my proposal from earlier today to expand our business ventures.

The basic idea is to use Tyroshi emigration to snatch up a lot of skilled artisans and to resettle them in SD. As I've mentioned, the main industries to be set up is the manufacturing of clothes (focus on regular clothes, with luxury clothes as a smaller part of the operation) and jewelry. At the same time, we formalize a company around Everfire Dale to leverage the Smelter into economic advantages. As a side project, I also want to increase our salt-mining operation in Saltcliff and outfit them with masterwork tools to boost efficiency while we are at it.

This also makes it necessary to build additional housing for the immigrants and expand our food production to keep a small net-positive in SD. In total, this means settling 1,500 people in Everfire Dale, 3,000 people in SD itself and 600 people in Saltcliff. This is obviously a major undertaking, but has long term beneficial effects on the economic development of our capital (and our bottom-line).

Due to the commitments in Tyrosh, Viserys has not really the time to set all this up himself, however, we have the rare super-power of delegation. We can thus both get this done and do something nice for someone who we always have struggled to make a fitting gift. Tyene.

She is obviously knowledgeable about the finer things in life, as evident by her raiding the Archons palaces tailor at the earliest opportunity, thus I would offer her a 10% share in the clothing manufactory and the jewelry manufactory as a reward for long service and for setting the things up. The Ironworks and the salt mine expansion can be mostly organized by the Everfire Dale forgemaster and Harlan the Fat in Saltcliff respectively. Tyene would just coordinate with them and rubber-stamp the expanses in our name.

However, if she happens to manage to scrounge up half the setup cost for the clothiers and jewelers (a stately sum of 56,000 IM), I would offer her a full 50% share. I'm pretty certain she could pull this off, especially if she ask Oberyn or Doran nicely. This way, we can reward her finally in a way that has nothing to do with being a bastard and while the Westerosi will still have their hang-ups over commerce, she is at least no longer a pennyless bastard in their eyes and they won't object too loudly about her money grubbing ways within our earshot.

In the daily grind, she wouldn't need to involve herself at all. We set up a holding between this and the RSH proper that will see to the day to day affairs of the business. She can involve herself at any point if she wishes or she just shows up to take her share of the profits.

The foundry and the salt mine remain to 100% in Viserys property for now. Unless we want to set Richard an ultimatum with this. He either comes up with something beyond his ancestral lands that he wants or he gets a 10% share of the foundry and has to attent board-meetings. :p

Thoughts everyone? @DragonParadox, approval? I can lay out the math behind everything in more detail if you want.

Oh, god. If our Imperium ruins Tier-0 Divinity for us in the ultimate irony by worshipping us then we'll just need to siphon off the extra divinity off to Yss or the Merling King or something.

[X] [Therys] Confiscate the estate of the ruling family and place an administrator in charge.

[X] [Recruitment] A bit of everything:
-[X] Let Malarys pick a few from SD to act as trainers. Who and how many is entirely up to his judgement.
-[X] Take in some of the grunts from the former city-guard. The officers are too likely connected to magisters to be trustworthy.
-[X] Take some of the former Fiery Hand and Trios Guards.
-[X] Bolster the numbers by formally letting the Legion take over the Lawmen duties until further notice. Make sure that trustworthy Legion officers are in charge of the eclectic bunch.
-[X] Offer employment to all the sell-swords in the city. Steady pay and a more or less calm job in the Lawmen or steady pay and a more exiting future in the Legion. Make no special offer to tempt them, since the Legions performance should speak for itself.
-[X] Do not deploy the new guys independently. They will be used to fill up Legion dominated patrols and will be focused on getting proper training.

[X] [Other Cleanup] Various Bits And Pieces:
-[X] Check in with Salladhor about the state of the harbor. Resuming trade, capturing errand Tyroshi ships and dividing the captured vessels to put them to productive use has priority.
-[X] Walk the city incognito to hear the word on the streets. Also pass by the former slave market, just to make sure that 'former' bit is accurate.
-[X] Let the Legion gather up all the slave collars that are no longer needed. That iron will make fine swords and armor for future Legionaries.
-[X] Have Rohar Dominated and let him dictate all he knows to a Dragonpen. Also have his dagger encased in lead until you will sacrifice it, just to discourage anyone from trying to use it.

i like this plan nice going Azel

[X] Plan Consolidating
-[X] Punish slavers for exceptional cruelty (Ex: trying out torture implements as a public spectacle)
--[X] Use the chance to settle some of the wrath of the former slaves and seize a properties wherever feasible.
--[X] If any opposition to your rule can be identified until then, try to get rid of the more troublesome elements while the hangman is already busy.
--[X] Also destroy any businesses that organized slave raids on other countries. Seize all properties.
--[X] Keep the political entanglement down where possible. The main purpose of this round is to remove the most visible and reviled slavers while breaking their support-base and lining your coffers for the reconstruction efforts. The average magister should still feel secure in his position while the rank and file keeping him in place crumbles around him.

I've spitballed some approaches to avoid this issue.

E.g. Embody or Rulership as Divine Rank 0 with a "Pantheon" of demi-gods etc. That we use to keep our power at arms length and thereby avoid the influence of that power.

Like an LP answering to a King, the cost of arms doesn't turn up on the Crowns balance sheet and the restrictive nature of divinity should hopefully work out in a similar way.

Again this requires a mindset not particularly common to anyone who could reach divinity. To place such a degree of trust in multiple parties is odd to say the least.

Why not use the laws of Tyrosh?

Good enough excuse to clear away the chaff.
