No. She can use a Ribbon of Disguise to appear normal if necessary.
Seeing as she has not done it already it seems to Viserys that she has a reason to appear like this. At a guess she does not wish to lie to Rhaella at first sight, to appear as an ordinary child when she is anything but.

Yeah, let's not hug her. Her entire body was rebuilt with weird magic seconds ago, so let's not touch her yet. Especially considering that we're full of weird magic ourselves. Who knows how that might feel for her?
