I like the idea of spreading it out at a later date, but for now it makes the most sense to me to keep this major advancement limited to those who are the most loyal and useful to the Imperium.

This commentary chain me-Azel is the single most detailed description mechanically we had.
Pointing it out for you just in case.
Spell it out in more detail in the new system than just the RAs I wrote up, or don't, but read _through_ these comments.
The more they are understood, the less we have sudden needs to go and retcon stuff time and time again.

This is... incomplete and partially an adaption to how things already started going in weird directions because the dream component somehow got made so vastly more important than anything else. There's also a threadmarked post with the original proposal. Then there's a ton of notes that may or may not be lost I had on that topic during my Co-QM stint. Don't know.

Kinda not seeing much point in throwing even more effort into this by writing it all up again.

Rather we have this on lockdown while the deep ones are on our planet. Once we kick them out, then we can spread out the template.

I always wondered if we are making a god without a mind would the god be able to draw power from his worshippers?
Right now the threadmark only specifies the imperial deity sustained by godjuice from rituals and leylines

No spreading fleshforge templates to everyone, especially not one that likely bears risks for everyone involved if the Illithid get a few samples.

As well as the inquisition and research. I do not really need suggestions in the latter two, but I would really like to hear any actions you guys think might fit the ministries.
 
In the near future we shall see Psionic Psuedodragon Inquisitors!
Can you remind me what variety of psionics we were trying to gain access to? Was it simply the ability to train Psions and Psychic Warriors, or was it one of the psionic templates, like Phrenic Creature or Psychic Creature?

I assume both templates and the classes, given that we're going to have to flesh Forge the ability into citizens wholesale.

Just being able to give willing Inquisition agents the Telepath aspect of the Psychic Creature template would be amazing.

It's not the greatest combat enhancement, but that's not their focus anyway. Information gathering, dealing with people, stealth, etc., all of those would benefit a great deal from making them Telepaths. They would get some neat stuff.
Defensive Abilities:
Telepaths: Informed Prediction (Su): If the telepath has successfully used detect thoughts against a creature within 24 hours, it gains a +2 dodge bonus against that creature's attacks and a +2 insight bonus on saves against that creature's spells and special attacks.

Spell-like Abilities: A psychic's spell-like abilities depend on its focus. A psychic's caster level is equal to its total Hit Dice. Unless otherwise specified, all abilities are cumulative and the DCs are Charisma-based.
Telepath: At will—detect thoughts; 1/day— dream, mind blank, phantasmal killer, telepathic bond.

Feats: A psychic gains Iron Will as a bonus feat.

Skills:
Telepath: A telepath gains a +5 racial bonus to Bluff, Diplomacy, and Sense Motive checks.

Languages: A telepath gains telepathy 100 ft. as a supernatural ability.
Telepathy, at will Detect Thoughts, and the ability to keep themselves Mind Blank'd are the big ones, the rest is just gravy.

I just finished reading Robert's death and...wow.

@DragonParadox I believe that was one of your best chapters, I could feel the poor guy emotions and how with barely two sentences he just accepted his death.

By the end I felt genuinely sad for him. In little more than 1k words you made me feel more for Bobby than other authors manage in 20k, props to you.

OK I have finished Information and Taxation actions, but I am really stumped on Trade actions, any suggestions welcome.
Well, we have the non-annexed parts of Sarnor, both the ones we want to get into our fold and Sathar (I think) with which we have an alliance.
Definitly try to profit from the tireless workers and relics of a high- to mid-magic realm. Send market-scouts for all things the Dead (or soon-to-be-Warforged) desire.

Also an action to plan future trade with Yi-Ti. I want to have a good IC-assesment of the advantages of regular trade, particularly now that we'll annexx Quarth soon, against those of magical transport.

Also maybe set up something permanent with Ibben to get sea-beasts delivered for Qyburns work. That should be a constant trickle to allow us to build our water-based undead in relevant numbers against the Squids.

And those rebellious Salamander-kingdoms, if they survive long enough to be relevant we want market-research there, Plane of Fire contacts that are not affiliated with the City of Brass are rare enough to be worthwhile.
