For much of his life he enforced the Crimson Code of Valyria, a set of laws specifically designed to keep the Dragonlords from killing each other. To make combat a part of the law would be to Malarys like making the flinging of excrement a part of one's bathing ritual.

Viserys just keeps all of his vicious cruelty presentable for public consumption but deeply psychological.Most likely yeah, he was after all treated rather gently so far, given clothes and a chance to refresh himself and fed decently well, no Black Cells here. That you would give him the courtesy of a noble's death might be assumed. Worth keeping in mind that the criminal law of the Imperium is unlikely to have been much of a concern of his and even if it were he is not going to assume you are killing him for its sake bur rather for the simple fact that he is your chief foe in Westeros. It might even be that in his own deeply malicious way Tywin actually thinks he is giving good advice about how to deal with defeated enemies.

I am curious what the most common cantrips are in general.
