I'm a lot less leery of the King's Landing populace than I used to be. We just pulled off the most epic messiah-like entrance possible, and then to boot the Chosen of the Warrior and the High Septon both publicly pledged themselves to us. That nips the majority of potential issues in the bud. At this stage they're no worse than some random ex-slave in the Essosi hinterlands. The bread dolls alone will have them singing our praises. While Aerys was indeed a Mad King, it was mostly nobles he tortured. The smallfolk were largely ignored. The strongest feelings they aught to have from Robert's Rebellion is hatred of the Lannisters for the Sack of King's Landing.We are constantly encouraging migration each month, both to SD and to the edges of the Imperium.

It's a matter of perspective. I meant "Largely ignored" to mean it was random incidents of a maid here or a palace servant there rather than him wiping out entire city sections on a whim. He could have, for example, purged Fleabottom for "offending his nostrils", but he didn't. And now I'm imagining Viserys and Ned bonding over having idiotic, suicidal older brothers.And even with the Stark incident, a large part of the blame for that has to be placed with Rhaegar and Brandon. Rhaegar shouldn't have eloped with the daughter of one Lord Paramount and the betrothed of another without so much as a by-your-leave. For a Crown Prince who was raised to rule and painstakingly educated in politics that was beyond moronic. And Brandon shouldn't have ridding to King's Landing with the most paltry of guards and started shouting for the Crown Prince to "come out and die". Not exactly his brightest moment.
Ned is just content that Viserys seems to be insane in entirely manageable ways that don't really impact him, his family or the North. And, in fact, seems to be a beneficial insanity, since it's basically "THIS IS MINE, FUCK OFF WINTER".

It's just that the Dragonpit being turned into an arena is the first priority because that's largely how we're going to talk to the residents via MirrorVision.Don't worry, dude. -[] Build a bridge over the Blackwater Rush that doesn't interfere with shipping.
-[] Prohibit the keeping of pigs and cows within the city walls, as well as dyers and distilleries. All owners of such crafts and animals should be offered to move to the Kingswood site specially cleared for a new settlement (judging by the maps, it begins almost immediately after the river, and I strongly doubt that any of us will even want to hunt ordinary animals, especially since we will give only a small area of forest).
- [] Get rid of slum areas like Flea Bottom or those located near the River Gate.
--[] Conduct global raids on the slums by the forces of the Golden Cloaks, the Legalists, and if necessary, even the line units of the Legion. The main voiced reason for the raid will be the presence of illegal activities like drug dens and hidden slave markets, in fact, we will need empty houses to start rebuilding the slums.
--[] On the site of dens and other places of criminal activity, houses will be built in which we will transfer those slum residents whose homes are in the worst condition. After the relocation, their houses will be demolished and new ones will be built instead, for those whose housing conditions are better. And so on until all the slums are updated.
It is clear that this is a long-term plan, but you need to start somewhere.
