Planar Refuge would probably be preferred, especially if we can stack the effect for triple range, but another route we could take would be to grow Heart Trees with Planar Perinarch (as you mentioned recently, IIRC) as their only spell for triple effect. If it was even possible to do this with a 9th level spell effect, I'm sure the cost in sacrifices would be considerable, but the rewards would be amazing for the OG. A triple range 20th level Planar Perinarch would give them, or more likely Bloodraven, nearly godlike control of the environment within a 225 foot radius of the tree, since the Feywild is considered a Highly Morphic Plane.
Ideally they'd be able to get something more than the base range of these spells by anchoring them to heart trees. Maybe one or two big province trees and a number of smaller trees acting as repeaters between them. We already have spells getting expanded ranges from tree hallow slots, so it doesn't seem unreasonable to expand it further with copious amounts of demon blood.

We've still got that ancient Weirwood we recovered from the Valley of the Thenns. DP said that we could use it to make an especially potent Heart Tree, though not one on the scale of the Tree of the Dawn Age.

This would qualify as a good reason to use it, IMO.

How about planting it on whatever will be left of the Feywild version of Highgarden? That should nicely do to stake our claim, prevent the Court of Stars from reforming and give us a valuable outpost in the Feywild.

Any remnants or or artifacts looted from the Lord and the Queen should fed to that tree. Including the Crown of Flowers, if it survives the ritual. That should tie the knot as tight as it can be.

Once we have some basic footholds, we can put up a forest full of friendly critters to act as the greeting crew for fey saboteurs.

Classics like Tintargurills, with their specialty fey hunting tools.

Nachzehrer if we can swing them, because fey vampires that can summon zombies from areas where fey and humanoids have died are fun. Plus they have some stuff for blending in with regular fey at need.

Lots of regular oak trees to support a Quick wood population. These guys have the ability to see through any oak tree within 360 feet and can absorb magic cast on them, so they make for great greeters.

Sprinkle in some Gallows Trees to entertain any surprise guests sneaking around and we'll have a decent welcome mat waiting for them.
The fact that it's covered in torture webs, and inhabited by a mix of vampires, all seeing trees, and the reanimated corpses of previous trespassers will just add to it's charm.:V

Ideally I'd like to take a close look at all the loot before it's gone forever, just so we can have Lya steal all the good ideas for future artifacts of her own design, but otherwise agreed. This more than anywhere else is the place to use the relics of the Court of Stars.
 
I wonder what kind of SCP classification Viserys and the Companions would get if they're in that hellhole.

Did anyone work on a SCP omake before?

And should the Inquisition start working on the containment procedures and all that for unusual magics, monsters, rituals, events and random stuff?

We are still not sure where to get willing souls to can be crammed into sentient undead, so Nachzehrer's are out for now. The rest looks good though.
I'd add a few Black Wardens and Snatching Terrors in their stead, and of course some Vigilant Briars for patrol.

As for the overall layout, I'd say we flatten the outer parts of the hill to plant the defensive forest, then a steep glacis, followed by a moat filled with concertina wire and landmines. The inner side of the moat would be a cracked wall to support some souped up Assassin Vines, before you come to the edge of the fortress. Up there would pillboxes with Launchers, while long range defense is done with 5 flak-towers to 4 Steam Cannons each, with three Everflame Boilers hidden underground.

In the underground, the entire hill would need to have a layer of underground steel and wood barriers added against burrowing intruders, especially since we would want a lot of important stuff hidden in safe bunkers. Luckily, that should be within the Old Gods ability to just reality-warp into existence once they have full dominion over the hill. A set of Watchmoles would round out the underground defenses.

Magic wise, everything short of a small arrival & departure area should be under Forbiddance wards to prevent incorporeal or Teleport based intrusion.

This should reasonably withstand any attempts by the locals to dislodge us from the hill, baring them bringing a bunch of high-CR assets that can take even concentrated and sustained cannon fire.

Furthermore, I think we are approaching the point where it would be good to set up some reinforced bases for the Air Force. So far, they have usually been operating out of the Westhaven hangars and temporary field bases, but they are getting numerous enough that I think we should start setting up permanent bases for them in Essos.

@DragonParadox, if we were to add Planar Refuge to the warding schemes of our Air Force, would they become immune to the time and space dilation effects of the Feywild, Dreamlands and other highly morphic planes?

How much Progress (if at all possible? Can we so much as guess yet?) to make an reality-anchor that would make it impossible to time-dillate someone in the Feylands, and would just spew them back into Material if they are affected too much?

It's not possible to make such an anchor, at least not without somehow dragging your own major god with you. For 32 progress and 20.000 IM you could make something that warns you if you are about to be temporally dilated
