That might backfire, since we are kind of planning to hit them soon, so unequivocally demonstrating that we're thinking about them could easily make them jumpy. We also have more cover acting against Slaver's Bay than most other parties since Viserys has a well known hatred for slavers. Rhaella should do fine diplomancing the place to come into Imperial fold, over the course of several months, and we have an RA to do there anyway.
Basically, I don't see Rhaella as a good unit on any non-diplomacy action we are going to have until after post-Reconquest (because she's too squishy and kidnap-able for her IC value), and with but a few decent guards (Seeker, for one), she should be fine there.

I firmly argue against it being worth 18 Progress. This is the sort of thing that could be done in a day given how many Calligraphy Wyrms we have access to now. We are far from the days of slowly plodding through the libraries of the Night's Watch.It is what DP gave us back then.

Besides. Qarth is primarily a naval power and relies on mercenaries and the Red Desert to fight their land wars. So their most likely move to attack us would be an embargo and blocking our ships from their waters, coupled with privateering campaigns. Which would be very effective against aggression from Slavers Bay or Yi-Ti, the traditional rivals of Qarth.
But we happen to have a modern air-force. We would do well against a fleet of Post-Jutland cruisers and battleships. We would royally wreck a Dreadnought-era fleet.
Qarth has late medieval wooden ships.
Pretty much. And Steam Cannon shells are cheap. A simple kinetic shell would go through a wooden ship as if it was wet paper mache.
