The first of those is a very flexible alpha strike blocker.Here's what I have so far for our retroactive item commissions for Vialesk and the Opaline Vault. This mainly continues the stockpiling of useful items for our people (I want to be able to issue every Inquisition agent at least the barebones basic gear they need to do their jobs) and strategic assets like our single-use charms (Plane Shift, Teleport, & Sending) which we give out like candy. There are also 10 sets of Titan's Tools in the Opaline Vault order, which will bring us up to a total of 26 sets once they are complete. With the conquest of Westeros coming in a few months, we're going to need them to get the continent up to spec.
@BronzeTongue, I'm getting us started on the Soul Vault items you mentioned, as well as slotless anklet versions of the Sandals of Quick Reaction.

I've added 20 slotless Rings of Counterspell to the proposal, enough for Viserys and the Companions, with some left over for other VIPs. 20 slotless 1/Day Evacuation Rune charms and 20 slotless 1/Day Possession Trap charms have been added to our crafting schedule. Evacuation Rune and Possession Trap are some of those rare useful spells with a 24 hour duration, so not only does a 1/Day use work well, they also have a 50% cost reduction. I've been toying around with using a Cloak of Daggers and some specialty weapons to make ambushes more difficult, but I'm not sure in the action economy of it. A Dagger of Black Sands would be perfect if you didn't have to attack first to use it.
As it stands with the quick action anklets, a cloak of daggers, and a dagger of black sands, a PC would be able to do a lot in the surprise round. Free action to draw the dagger, standard action to halfheartedly stab someone and on a miss use an immediate action to dimension door away with the dagger.
Or you could just use the Evacuation Rune to jump away. with mindblank, soul vault, and a Counterspell ring set to dimensional anchor you'd be perfectly capable of teleporting. The knife thing is only worth it for occasions where they're right on top of you and you don't want to completely leave the area.
Other than that, maybe some 1/dayPossession Trap items? Since it triggers off an attempt it might catch people before they even hit the other defenses. As a contingency for someone getting possessed and booking it a Dagger of Repossession might be nice, but is a little niche to make in the sort of quantities that'd make it useful unless they try this all the time. Maybe for minions we can't afford to give personal gear?

This is completely unrelated to this specific problem, but I found an excellent item for pumping out consumables for minions. Gemcarver's Tools lets the user make elemental gems, which summon large elementals when crushed. The trick here is that you only need to speak the associated elemental language and know how to work gems, not actually meet the normal prerequisites for making those items.
With a little language training we could give groups like inquisitorial hit squads a pretty potent "fuck it" button for their level.

Those are neat, but in most cases it's just easier to add the effect to a preexisting ring or make a slotless ring.While we're talking about gear, the enchantment on a Ten Ring Sword would be nice if we could get it as a weapon upgrade for applicable companions. It's pricey to add anything to those weapons, but this enchantment adds a ring slot to the sword, and lets you use the ring like you're wearing it while wielding the blade even if you're already wearing two rings.
An extra equipment slot would be pretty useful, though we'd need to be careful not to cheese the ring on the sword too much.
And the spells loaded into them can always be swapped out for other missions. However I have no memory of us ever impersonating Pycelle directly and spending time teaching Joffrey history.
Semi-unrelated : This is the best chapter involving Pycelle. I really wish it had been canon, even though I understand why we didn't do it.
