Talking about abominations about nature and the gods, do we know anything about the Kyton's political situation?
As far as I know they live mainly on the PLane of Shadows, so they have the Bloodstone Emperor as their neighbour.
Since that fellow seems to be a terrible neighbour, maybe there is conflict between him and some of the Kyton Demagogues?
I'd prefer to have the monsters with unconvential ambitions in charge there, over the one that definitly wants to conquer our world.

The research doesn't strictly need a volunteer, just a bunch of undead to poke at, preferably 'alive'. The Other servant from the Dread Banners omakes alone would be decent, but we got also the undead knights from the Risen Nine and a bunch of corpses there.
They would specifically need bullshit to deal with Turn Resistance mechanics, not just unlimited (or functionally unlimited) Undead control. The biggest limits on Necromancers' armies is that number of undead they can control at one time.

As to the sorcerer Silas and his young... apprentice, slave... protector? None of them quite seem to fit right from what you had learned of the pair. Also you guys should not expect forge like functionality, more like that the Light of Creation can do only tied to a place. It will improve slowly over time

I don't want to accept. If we give the temple this Creche, we'll be giving another organization an army-creator right next to our capital.
A Forge is a significant strategic asset (remember when Ymeri thought she could conquer the Bazaar with one?) and handing them out isn't great. However making the control system require two keys and giving them one is something I'm fine with.

Not a control system for the elementals, a control system to the Forge. The idea would be to have a way to keep track of elemental creation, and if necessary to limit it without destroying or conquering the Creche.
The Old Gods have been almost completely hands off and utterly chill with whatever we make or who we allow to work there. They didn't even say anything when we started making undead, and they really hate undead.
