This attack on Dayne using a Fowler as a party has to be part of a larger plot. Is it meant to cause Arthur's supporters to more firmly unite against magic practitioners not beholden to the Seven, this ensuring unnecessary conflict?

There would have been easier ways to kill him, too, even if they had the caveat that Jayne still needed to be implicated. I think there was more to the curse on that arrow than something to counteract magical healing. What if they were expecting Arthur to be Resurrected after death, we're even counting on it, because what was going to come back wouldn't quite be Arthur any longer. A highly regarded, politically powerful Other-tainted agent in Dorne, one who could wield Seven worshipers like pawns in a cyvasse board, could cause a lot of damage in the short and long term.
 
Lord Fowler was also the lord who committed to Old Gods' blood sacrifice. That was his entire thing. It is quite suspicious that one of the few families who have made such a plunge is now under the scrutiny of attempted murder, especially by a Winter-based weapon. It all reeks of escalating conflict between the Old Gods and the Seven who are One. Also, the fact that Dayne is adamant about this being the real Jeyne also speaks of some past that they both share. Can we perhaps look into that quickly?

Somehow even with the horror of what you are seeing you still have the presence of mind to realize the thing thinks the ravens are Bloodraven's. In a sense you suppose they are, for you felt his featherlight touch upon the spell. You had thought it merely to allow the staff to function in such an accursed place, but now you see that like with so many workings of the Last Greenseer's mind the true purpose was deception.

"Did you lead some foolish goatherd into looking here, hoping for glory or power?" the dreadful voice asks mockingly. The Others likely need someone like that to understand humans well enough to do any kind of infiltration work.

The Night King would have been my first guess, but the dialogue we have of this thing implies that it knows and hates Bloodraven on a personal level. It's a 50/50 shot either way in my eyes.
