I don't believe that is true outside of specifically Mammon's Legion and Erinyes that were summoned to be recruited and "released" if they chose not too, but not sacrificed is the point.

I am both not invested enough to go digging and not certain enough to back up my words. Apologies. I may in fact be wrong about that, but confirmation of that would surprise me given how much traction the idea has.

Our policy is simple enough.
If we capture/kill an Outsider we learn all True Names it knows.
Anyone from the list of said true names is a direct danger to us and/or Plane Material - because they either work together, or otherwise close enough to follow one another.
True Names are serious business, like that.
So, we summon everyone, no matter if on PoB or not...
But only one step removed*.
So the Demons that ran away at Lys after the encounter with the Lich in that mansion - we summon them all, and those guys they knew - but we don't ask the random guys they knew for more true names, because that is just going too far on paranoid tangent and/or being too greedy.
*With exception of Mammon's Devils, because with him we got noting to lose, and possibly free minions to gain.
Lately, I've been thinking about lifting the limit off the Daemons - given if they aren't technically infinite in numbers like Demons.
Unlike Devils, summoning random Daemons in great numbers isn't likely to make us more deadly enemies like archDevils - we are already there with daemons, by default.
We haven't stopped following the Summoning limit. @egoo has been keeping careful track of what can be Summoned and how many we can get each month, modified by available time.

Zherys arrives in the map room in the wake of a faintly stuttered announcement by one of the keep's footmen, Vaenor, a former Volantene slave, you remember, making a mental note to offer a few words of encouragement later before turning to explain what you had seen in Valyria once more, as well as what you and Dany learned from your own foresight.
The news is worse than it might have been hoped though better than one might fear. You do not face the Brazen Throne's Court Mage in his full strength but instead one of his favored apprentices, a being with dominion over flame and death in equal measure, given command of the expedition to ward against the restless dead of Valyria. Thankfully there are no other Fiends to match either him or the blasphemous sage aboard the fleet. However, the ships are armed to be the bane of dragons, whether to guard against an attack from you or simply against the warped beasts that still fly above the Fourteen Fires you cannot say for certain.
"There are no other foes besides the expedition that has been scouted?" the High Speaker asks as he gracefully accepts a cup of tea from Dany.
"No," you hesitate a moment. "Though it is possible that the battle may draw the eye of the malevolence that dwells in the ash waste."
"The Fallen God." Zherys grimaces. "I must admit a certain morbid curiosity, even a desire to banish or slay its servants, though ultimately I would of course prefer that we should sweep the ships of the Brazen Throne from the sky."

Next to arrive in the Deep is Wyla on a soft and silent tread, content to wait and watch for the hour of the attack, and Relath, markedly less quiet in his questions regarding the attack. Though the Brine Dragon's pride would not allow him to balk at joining the attack, it is clear that all he has learned of the Valyria has made him wary of it, more wary perhaps than even of the Realm of Fire itself. Thankfully, between yourself and Dany, you manage to reassure the Lord of Tolos without for a moment implying that he might need reassurance.
Finally, however, you have your answers from the Djinn and the Shaitan regarding aid against the Efreeti. Unfortunately the Opaline Vault cannot deploy any of its most powerful assets to aid you on short notice, though they do promise Oread and Azer boarding parties aboard light frigates designed to run the gauntlet of greater ships weapons in order to overwhelm the defenders. They would be a poor match against mighty sorcerers or Fiends, but once those had been dealt with they should be able to secure the enemy ships.
The Djinn on the other hand offer the aid of one of their most powerful cryomancers, partly at her request you suspect. No sooner had the woman greeted everyone present that she turns to Rina. "Best stand next to me so I can help ward you, dear," she proclaims in a no-nonsense tone. "The Efreeti fear magic that would steal their wretched fire as they fear little else in all the Spheres of Being."
"Won't they wish to strike at you as well then, Wisdom," your friend says a touch shyly. "You should look to your own safety before mine."
"Don't worry about me," the Archmage shakes her head with a fond smile. "I've been in quite a few battles in the past, I shan't get killed in one where I have three Dragons fighting on the same side." Here she nods towards you, Amrelath, and Relath, clearly not counting the Valyrian beasts to be True Dragons.

OOC: For the sake of streamlining, consider that Sorcerer Creature gives one HD-2 Sorcerer casting, for a Noble Djinn that's 8 levels. Add 5 for the regular class to qualify for an Archmage.
Yes, Mammon is an exceptional case - we have been grabbing his minions, summoning those they knew, asking those we summoned for more True Names...
Erynies are shown in separate graph because we target them just to recruit.
Every other Devil of Mammon's is grabbed just to fuck with his plans, and soon enough - when we finalize our research on Unbinding Ritual - we'll be able to loot any kind of devil in his employ too.
Essentially, while every single Devils may be very insignificant a cut to his overall forces, it is still having us actively breaking his plans.
I prefer that to staying unaware of whatever his minions are sent out to do, even if it has nothing to do with us.
...and every single devil is a chance (albeit small, yes) at another Erynie, or even a higher-up Devil known to them- like that Ice Devil we grabbed some time ago from a random group of Devils.
It's really really heartening to see RIna having made a friend.
And such a friend to boot, oh my.
Kinda leaves a bad taste in my mouth to be taking support from them while we certainly could deal with this all by ourselves...
And likely leaving some other more important battlefield without an Archmage's support...
But whatever, at least now we can be a bit close to surety of not having to fight the 15th's minions/influence due to overly-long fight/capture of the ships.
I don't know, stopping the Efreeti from fu the Plane of Balance (if they really are after the spikes, removing them could have really interesting repercussions) and stopping their boss from coming that step closer to divinity sounds quite important.
