For one, I'm not sure what Braavosi provicnes already have, and if they should be assigned "Messenger Service" and "guard posts" each.

Braavos can't have a Silver Eye action and a Inquisition Base.

Also to be clear, we can establish an Inquisition Base, but we would only be able to benefit from its one action, to represent the bureaucratic overlap sometimes causing interference because much of the same informers and resources will often be wick-dipped twice that way.

There's a fictive fig-leaf's facade over the whole situation that the Imperium "respects Braavos' autonomy to a degree"--and the whole 'to a degree' caveat is due to the fact that they still must follow Imperial Law.

I was planning on sidestepping any issues by simply making Alysande an Inquisitor, since the oaths involved overlap somewhat and there's already a degree of information security insulating the Sealord from Silver Eye activities, and we can trust her implicitly. If and when she dies or retire we could revisit that. It will likely just involve establishing a smaller branch office of the Inquisition there and tapping the locals for resources. If that arrangement ever stops working, there's a whole new quarter with several governmental buildings included in plans for the Imperial Quarter... plenty of places to lose a whole intelligence organization in.
 
Yes, you can gain additional actions by extending coverage there. You can even explicitly make them Inquisition.

Edit: I would focus on Pentos.
 
@Goldfish, Vee just hit her level up. With this she has 105033/105000 XP and goes from level 14 to level 15, and hits her final level of Warden of the Wilds.
Vee should be getting 1 level 5, 6 and 7 spell.

Level 5 spell : I suggest Spell Resistance, Revivify (amazing in team fights at this level), or perhaps Break Enchantment or Scrying.

Level 6 spell : Cometfall or Antilife Shell.

Level 7 spell : Planar Bubble, Greater Scrying or Greater Plane Shift.

Hmm... I don't think she would take him to the Scholarum quite as you are implying. Valyrian notions o child-rearing were quite different from modern ones.

That did however inspire me to write a Joran interlude.

I suggest Spell Resistance
Would caution against that. Said effect does not discriminate between ally and enemy spells. I've seen a cleric die after bleeding out because the potions she got fed could not pierce her Spell Resistance. Lowering such is a Standard action, which is essentially a turn lost. No discrimination between lowering it for allies and lowering it for all, either.

We already use that spell almost for big fights, AFAIK. I just wanted to give Vee the ability to cast it, to make her more self-reliant.
 
You would force her to be almost completely so, but if having that much trust in her ability.. by all means. I do not, because squishy human is squishy. A single failed save, some overwhelming attack..Allies having a pretty major failure chance for any aid offered.

The sheer contrast they have to... literally everyone else on PoB?

We've always played the SR as if it was only applicable against enemy magic, with no need for allies or beneficial effects to overcome it.
