That's a pretty weird reading of the word "ongoing" to be honest...
That's ongoing casting, not an ongoing effect.
By that token, Command or Dominate are not ongoing.
I would greatly prefer to stick with the original ruling that PfE doesn't block the Lure and bury this whole thing. Or as a compromise, give a +2 on the save like the Pathfinder PfE in corner cases like this.

Since you are trying to figure out how to safely copy artifacts of malice and wholly alien power I would say something like 30 progress, probably better to hand it off to the Djinn, they would certainly like to know how to make such things too.

Would Others get some sort of free action from OGs looking through their deeeeep memory and sharing the results with us?
